A regular meeting of the City Council of the City of Laurel, Montana, was held in the
Council Chambers and called to order by Mayor Tom Nelson at 6:32 p.m. on July 17, 2018.

OTHER STAFF PRESENT: None
Mayor Nelson led the Pledge of Allegiance to the American flag.
Mayor Nelson asked the council to observe a moment of silence.
MINUTES:
Motion by Council Member McGee to approve the minutes of the regular meeting of July 2,
2018, as presented, seconded by Council Member Eaton. There was no public comment or council
discussion. A vote was taken on the motion. All eight council members present voted aye. Motion
carried 8-0.
CORRESPONDENCE:
• Laurel Chamber of Commerce minutes of June 14, 2018; Laurel Chamber of
Commerce Agenda of July 12, 2018.
• Council Member Mountsier's memo regarding handicap parking near the
stadium.
COUNCIL DISCLOSURE OF EX PARTE COMMUNICATIONS: None.
PUBLIC HEARING: None.
CONSENT ITEMS:
• Claims for the month of July 2018 in the amount of $136,284.23.
A complete listing of the claims and their amounts is on file in the Clerk/Treasurer's Office.
• Clerk/Treasurer Financial Statements for the month of June 2018.

• Approval of Payroll Register for PPE 7/1/2018 totaling $211,328.80.
• Receiving the Committee/Board/Commission Deports into the Record.
--Bud,get/Finance Committee minutes of July 2, 2018, were presented.
--Council Workshop minutes of July 10, 2018, were presented.
--Emergency Services Committee minutes of June 25, 2018, were presented.
--Laurel Urban Renewal Agency minutes of June 25, 2018, were presented.

The mayor asked if there was any separation of consent items. There was none.

Motion by Council Member Eaton to approve the consent items as presented, seconded by
Council Member McGee. There was no public comment or council discussion. A vote was taken on
the motion. All eight council members present voted aye. Motion carried 8-0.
CEREMONIAL CALENDAR: None.
REPORTS OF BOARDS AND COMMISSIONS: None.
AUDIENCE PARTICIPATION (THREE-MINUTE LIMIT): None.
SCHEDULED MATTERS:
® Confirmation of Appointments: None.
® Resolution No. R18-38: A resolution authorizing the Mayor to execute a contract for
bond counsel services between the City of Laurel and Dorsey and Whitney.
Motion by Council Member Sparks to approve Resolution No. R18-38, seconded by Council
Member Mountsier. There was no public comment or council discussion. A vote was taken on the
motion. All eight council members present voted aye. Motion carried 8-0.
® Resolution No. R18-39: A resolution accepting a grant from the Breakfast Exchange
Club of Billings for the Laurel Fire & EMS.
Motion by Council Member Herr to approve Resolution No. R18-39, seconded by Council
Member Eaton. There was no public comment or council discussion. A vote was taken on the
motion. All eight council members present voted aye. Motion carried 8-0.
® Resolution No. R18-40: A resolution approving a task order authorizing Kadrmas, Lee
& Jackson, Inc. for services relating to the City of Laurel's Screwpress project.
Motion by Council Member Stokes to approve Resolution No. R18-40, seconded by Council
Member Eaton. There was no public comment or council discussion. A vote was taken on the
motion. All eight council members present voted aye. Motion carried 8-0.
ITEMS REMOVED FROM THE CONSENT AGENDA: None.
COMMUNITY ANNOUNCEMENTS (ONE -MINUTE LIMIT): None.
COUNCIL DISCUSSION:
Public Works Committee is scheduled for 6 p.m. July 23, 2018.
The Mayor was thanked for getting the light near the Post Office fixed.
Mayor Nelson clarified, that while a Council Member brought the light being out to his attention, he
was not involved with the light getting repaired. The light was repaired by the Department of
Transportation.
Emergency Services Committee is scheduled for 5:30 p.m. July 23, 2018. This should be a quick
meeting for those who need to attend the Public Works Committee as well.
Council President Eaton spoke to her surprise when watching the evening news to learn a Laurel
Police Officer had received slashes to his hand while responding to a domestic disturbance. She
requested the budget be reviewed to see if any additional officers can be hired. She understands that
the Mayor had requested all departments to cut their budgets by ten percent to be able to hire an
additional officer and address the issues with the Ambulance Department. It was requested two
Police Officers be hired.
MAYOR UPDATES:
Mayor Nelson apologized for closing the meeting prior to asking for announcements.
Mayor Nelson addressed Council President Eaton's request to be able to hire two officers. He stated
that he had asked the CAO to look into the options.

Mayor Nelson reminded Council that all Letters of Interest for the vacancies on the Boards and
Commissions are due July 25th at 5 p.m. The Administrative Assistant will email out the list of
vacancies.
UNSCHEDULED MATTERS: None.
ADJOURNMENT:
Motion by Council Member Wilke to adjourn the council meeting, seconded by Council
Member Eaton. There was no public comment or council discussion. A vote was taken on the
motion. All eight council members present voted aye. Motion carried 8-0.
There being no further business to come before the council at this time, the meeting was adjourned at
6:51 p.m.
