COUNCIL CONFERENCE ROOM MEMBERS PRESENT Chairman Mark Mace Gay Easton Doug Poehls Mayor Ken Olson OTHERS PRESENT: Cathy Gabrian Chairman Mark Mace called the regular meeting of the Budget/Finance Committee to order. There was no public in attendance. The minutes of the September 16, 2008 meeting were presented and approved via motion by Doug, seconded by Gay, and passed unanimously. September claims totaling $374,836.53 were reviewed. Motion by Doug, seconded by Gay, to recommend approval of the claims by the council. Motion passed unanimously. The following purchase requisitions were reviewed and approved: WATER FUND 6" fire service meter $ 4,503.89 Fire hydrant (replace broken hydrant at E. 6th & Washington) 1,796.95 The Comp/OT reports were reviewed for PPE 09/21/08. The Payroll Registers for PPE 09/21/08 totaling $139,153.47 and retroactive pay raise for Police Unian for 10/03/08 totaling $13,521.54 were reviewed by the committee. Motion by Doug, seconded by Gay, to recommend council approval of the payroll registers. Mohan passed unanimously. Clerlc/Treasurer's Comments: Budget correction: Cathy explained Mary found a typo error in a line item in the budget. It was corrected prior to the final printing of the budget books. Mayor's Comments: TIFD update: Mayor Olson stated the TIFD update is going as planned and the ordinance is on the agenda for public hearing tonight. After final passage, the council needs to decide what scope of authority the board will have and how they want them to proceed. The Mayor stated the city's share of $175,000.00, is lower than what was expected. Mary has requested an itemized statement to find the discrepancy. She will be in contact with Dan Bucks at the League of Cities and Towns meeting this week, regarding the issue. Mayor Olson said Narm Klein will be working with Mary in preparing for the annual audit, quarterly reporting and reviewing the figures for the TIFD district. Purchase and Procurement Polic :Mayor Olson stated Sam has prepared language to allow far more flexibility in our purchasing policy while still keeping safeguards in place. Budget/Finance Committee October 7, 200$ Page 2 Chief Administrative Officer Comments: Impact Fees Feasibility_ Study update: No update on this issue. Storm Water Project & S. 1St Ave. overlay update: Mayor Olson said there will be a report to council at the next workshop. West Main Sidewalk S1D & overla :Mayor Olson said there was a meeting with the DOT and there are a couple of items they need clarification on; standards of curb and gutters and easement issue to the city shop. There was discussion on access to the city shop and the affects to surrounding businesses. Mayor Olson said we will go forward with the project and address access issues at a later time, if needed. Wastewater Plant U rade reliminar en ineerin re ort: Mayor Olson said there are new standards coming dawn in wastewater treatment. The question is whether we go forward with the way we treat now or make changes now so we will be in compliance with new standards in the next couple of years. Doug questioned whether we can be grandfathered in. It was felt that if new standards axe issued, we will be given a time frame in which to comply. Mayor Olson said he received a call from a woman at the DEQ regarding the old landfill by our head gate, near the river. This landfill has not been used fox 50 years but there are issues with it. The process will involve mitigation by land or bank stabilization. The Mayor said he got the impression it is a superfund issue but not a big major compliance issue. We maybe able to apply for a grant for assistance. Gay said another group from the Corp of Engineers has also identified a problem with it, by sight, from the river. We need to do whatever it takes to clear it up.
