OLD COUNCIL CHAMBERS MEMBERS PRESENT: Chairman Bud Johnson Gay Easton Chuck Rodgers Gary Temple OTHERS PRESENT: Larry McCann Mark Mace Mary Embleton The committee met to review preliminary budgets for the following funds: Lighting Districts #2 and #3: Larry presented figures for both districts and suggested keeping the commercial district separate from the residential district because commercial lighting requirements are higher than residential. Montana Power's study suggests one district. Discussion followed. Mary and Larry were instructed to meet with Joe and establish a plan to implement the process. Steps needing to be taken include defining district boundaries, obtaining a database, estimating costs of installation and maintenance (Montana Power study) and redistributing the costs to property owners (assessments). The plan outline will be presented at the April 19th meeting. Street Maintenance District: Increase in wages is due to increase in sweeping citywide. The committee wants overtime estimates in a separate object line (#111). Capital outlay proposals include purchase of the Highway Department building, a service truck and manlift, and a front-end loader to replace the old one. Sweeping District: Increase in fuel costs. Gas Tax: Reappropriate all $218,470 construction costs from last year for the 5th Avenue project. Appropriate $30,000 for the grant match for the Highway Pilot Program - new curb, gutter and sidewalk on Main Street from 1st to 9th Avenue, and another $30,000 for curb and gutter at Thomson Park on East 6th Street. General Fund - Streets: Add a line item for uniforms for the crew. Larry stated that Osco Linen could provide this service for $2.95 per person per week, He believes it will promote a sense of pride and unity for the crew. Discussion followed regarding employee appreciation, which will be included in the Mayor' s budget. The meeting adjourned at 8:30 pm. The next regular Budget/Finance Committee meeting will be Monday, A ril 17th, 7:00 p.m. and the next Preliminary Budget meeting will be Wednesday, April 19~ at 7:00 at p.m. Respectfully submitted, Clerk-Treasurer
