EMERGENCY SERVICES COMMITTEE

Doug Poehls notified the committee that he would be late. Chuck Dickerson started the
meeting.
Ordinance Task Force
Scotty Snowden read the minutes from the Task Force. The Task Force looked into what
other cities did in taking action against vicious dogs. They found city ordinances that had
very strict laws and some that had mild laws for vicious dog. A question was asked if the
committee thought the city would go in the direction of enforcing strict laws or mild laws
for vicious dogs. They also asked if the city would enforce a law to control cats that are a
nuisance outside the yard of their owners.
Chief Musson stated that it has been discussed before about enforcing laws against cats.
It is almost impossible to enforce any law if a cat is not able to be confined at the time of
the complaint or if an owner is not identified. He mentioned that when most cities
enforce stricter laws for animal control, they more than likely have an animal control
department or the manpower that can handle the complaints. The City of Laurel has a
part-time animal control officer and otherwise the police officers answer complaints and
pick up dogs. He felt that Laurel's city ordinance was adequate which directs action
against a nuisance dogs. A nuisance dog is one that would chase, nip, or bite at an
individual and the laws would be enforced in case of a complaint. It is difficult to identify
a vicious dog, because all owners think of their animals as a pet. He stated that people
consider their pets like one of their children. In each case the whole picture has to be
looked at. He also said that it is the nature of most dogs to chase a cat and yet they are
not always labeled vicious.
Rick only saw one new change that could be made to the city ordinance. That would be
to change the number of days an owner must redeem the impounded animal from within
five days to within three days. The committee agreed the duties of the Task Force were
completed.
Fire Service Contract
Brad Kimble said Cenex received a copy of the Fire Service Contract that was mailed on
July 24 tn. However, it was the incorrect contract and the incorrect map was attached.
Doug stated that the final Fire Service Contract is complete and ready to be signed by
Cenex. Cenex did make a change in wordage and Doug asked that they initial the
change because it was made after the council approved it.
Mutual Aid Agreement
Brad Kimble handed out copies of the Mutual Aid Agreement that they red lined from the
one that was completed for the City of Billings. A red lined copy had been handed out in
the past but a meeting had never been scheduled with Terry Ruff. After Scott has
reviewed it, a meeting will be set up between Cenex, Scott and Terry.
The meeting was adjourned.
