Review Minutes from November 13, 2017 meeting
The minutes of the November 13�', 2017, meeting were approved as written.
Update on Parking at the High School
Kurt informed the committee that Bill's concern about vehicle parking on 1 S` Avenue at the High School
was forwarded to the State Department of Transportation's signage person, Stan Jonutis. The parking
issue was explain� to the DOT representative and a$er a review it was recommended to use a best
management practice to deal with the unique situation. Stan recommended to have the curb be painted
forty feet from the crosswalk and for a no parking sign to be installed. This sign would indicate that there
will be no parking within forty feet from the crosswalk at the intersection at ls` Avenue and 8`�' street.
Bill's concern was that someone might park within the forty feet of the crosswalk when snow covered the
yellow paint on the curb. Kurt also explained that he had talked to the Police Chief about the parking and
the Police Chief was fine with the State's recommendation. Bill made a motion to recommend that the
city paint the curb and install the no parking sign with Richard seconding the motion. All were in in favor
of the motion.
Public Works in Review
Kurt presented the Public Works Review Report for 2017 that was requested by Emelie to the committee.
This report covered what projects that were completed in 2017 and future projects that are in the planning
stages. Kurt read through the report and gave a brief description of each item. Emelie asked Kurt how
many streets are gravel in the city and needed dust control. Kurt and the committed members listed off all
of the streets they could think of that are gravel and Kurt also stated that the alley behind the Library was
also treated with dust control. Emelie asked what the road was called south of Helena Chemical and Kurt
informed her that was called S. 1 St Street.
Kurt went into more detail about the Waste Water Treatment Plant (WWTP) and the need to dewater the
sludge that goes to the sludge drying beds. The WWTP upgrade that was constructed last year to meet
Montana DEQ standards is producing more sludge than was produced before the upgrades were
completed. The additional sludge is now filling the drying beds faster than the sludge can be dried due to
the weather and limited space in the current drying beds. Kurt explained that if we get lots of rain like
this last fall, the sludge that was dried in the drying beds, is now full of moisture again and the drying
process has to start over. Installing a sludge press at the WWTP would allow for the City to dry and
dispose of the sludge and not be dependent on dry weather to take care of the extra sludge being

produced. Kurt will be asking KLJ Engineering to prepare a task order for the City to consider in order to
install the sludge press.
In the report Kurt also explained how many water main breaks the City had in the last year. Emelie asked
where the water main breaks were and Kurt informed the committee where those water main breaks
occurred.
Kurt felt that the Public Work Depa.rtment has been very busy in the last year as indicated in the report but
there is a lot more work to complete.
Public Works update Plans
Kurt handed out the most recent memorandum that Great West Engineering has sent to him every two
weeks for the last three years. These memorandums indicate the current status of the task orders that
Great West Engineering is completing for the City. Richard moved and it was seconded that these
engineering memorandums should be given out to this committee. All members were in favor of seeing
any future engineering memorandums that Kurt receives. Kurt also handed out the Public Works
emergency employee call-out list. This call-out list is what is used to call in city employees in the Public
Works Department to deal with emergencies. Kurt asked the committee if this call-out list is something
they would like to see in the future. Emelie said that she would like to see call-out list. Kurt will be
providing the emergency call-out list to this committee in the future so that the information can be shared
and the committee members can be informed on what emergencies the Public Works Department has to
respond to and remedy.
Sewer Manholes on East Main Street
Kurt walked a computer tablet around to the committee members and showed them some pictures of
deteriorated sewer manholes on East Main Street. The sewer manholes are made of concrete and due to
hydrogen sulfides in the waste water the concrete is crumbling. The committee discussed the issue of
hydrogen sulfides in the sewer system and Kurt is recommending that these manhole be repaired with the
same system that was used in other manholes this last year. Those manholes were repaired with an epoxy
and fiberglass liner. Kurt has a quote for the necessary manhole repairs from CIP Construction
Technologies Inc. Bill asked Kurt if there was money in the budget to make the manhole repairs and he
stated that there should be enough in the sewer funds to complete the repairs.
Kurt also stated that a permit to work in the road right of way would be needed from the State Department
of Transportation in order to complete the manhole repairs. Kurt will be contacting the State DOT and
seeking the necessary permits for the repairs. Emelie asked if any committee member wanted to motion
to recommend to the City Council that the sewer manhole repairs be completed. Marv moved and it was
seconded by Bill to recommend the sewer manhole get repaired. All committee members approved.
Kurt also informed the committee that he will be asking KLG Engineering to investigate and propose a
solution to the hydrogen sulfides that are in the sewer system under East Main Street. Richard asked
about the newest manhole repair costs compare to the manholes that were completed this last year. Kurt
explained that the time frame for the contractor to repair the manholes in East Main Street was only two
hours or less. This short time frame is due to the fact the most of the waste water in the manholes comes
from the Village Subdivision sewer lift station. Kurt explained that the Village Subdivision lift station
can only be shut down for around two hours at a time and the contractor repairing the manholes must
complete the repairs in that short amount of time.

Other
Kurt informed the committee that tonight's agenda should have reflected that the committee wanted to
discuss moving the Public Works Committee to the third Monday of the month. Kurt had investigated
when the Public Works Committee meeting was to take place in the City Codes and stated that there isn't
a required day for when the committee meets. Emelie explained that the second Monday of the month
allowed for Council Members on this committee to discuss items that come up in the Public Works
meeting at the City Council Workshop the next night. It was also discussed if moving the meeting would
conflict the Emergency Services Committee meeting night. Emelie asked Marv if it would help him to
attend the Public Works meetings if the meeting night was changed. Marv said yeas it would as he
normally has a church meeting on the second Monday of the month. Dan moved and it was seconded by
Richard to move the Public Works meeting to the third Monday of the month. All approved.
Emelie asked if there was any other items the committee wanted to discuss and Richard wanted to know if
CHS Refinery was on treated or untreated water. Kurt stated that CHS is on raw water which is untreated.
Richard also asked about what was happening to the property on East 8th Street by Mr. Cotter's house.
Richard understood that this property may be getting developed. Kurt stated that a developer was asking
about the property but no plans have been submitted.
Richard asked about the property next to the Police Station and if the houses that were being built there
are of a modular construction. Kurt answered that some of the housing is built out of state and then will
be put together on-site.
Emelie asked if there was any other items and seeing none the meeting was adjourned at 7:30p.m.

Subject: Project Progress Update
The following sections summarize the current status and recent progress on active task orders
under our "on-call" engineering contract with the City. Please let me know if you have any
questions and/or would like more information.
Task Order No. 25—Intake Emergency Plan
Quote packages to remove the temporary weir were received on October 3�d, and Wilson Brother
Construction was awarded the base bid to remove the weir. The Army Corps of Engineers has
agreed to allow the weir to remain in place through the winter, so the City is planning to leave the
weir in until at least next spring.
Task Order No. 26—New Water Intake
We have been actively working with City staff to troubleshoot Pumps P-1 and P-2 for the boiler
system and to refine the operation of the new intake and transmission mains. At this time, Pump
P-1 is fully operational, and we have isolated the problem with Pump P-2 to the net positive suction
head. We are getting quotes to replace the foot valve with a different style with lower head losses
and physically lowering the pump in the control building to address the problem. We have also
been assisting the City with the project close out with FEMA and the State DES programs and
are working to respond to additional information and work the Army Corps has requested in order
to comply with the permitting. To this end, a conference call was held with the City on November
215t to discuss outstanding items being requested by the regulatory agencies and a cost estimate
to provide the additional services was provided to the City on November 22"d

Task Order No. 29—Phase 3 Water System Improvements
The City Council voted to reject the bids for the project at their August 15th meeting and to '
postpone the project for at least a year. We have stopped work on the project until given further I�
direction from the City.
Montana Meridian Surveying completed the necessary exhibits and legal description for the
property purchase for the Cherry Hills booster station. The City has been working on getting the
COS filed and the property purchase completed, but it is our understanding that the property
owner has not responded to any correspondence from the City.
Task Order No. 35—SE Fourth Street and Washington Avenue Improvements
All work on the project is completed other than the striping. The striping subcontractor has
completed the majority of the striping on SE Fourth and will continue with the work as the weather
allows. We will forward any updates on the schedule to the City as we receive them.
Task Order No. 38—Phase 4 Water System Improvements
The Phase 4 Improvements include lowering the 2003 intake, adding an additional raw water
pump at the WTP, and installing VFDs on all of the large raw water pumps. TSEP and DNRC
grant applications for the project were submitted in the spring of 2016 but fell below the funding
line. We discussed potential funding scenarios for the project in September as part of the rate
study discussions. One potential idea was reapplying for the grants in the spring of 2018, but we
have done no work on the project as we have not received direction from the City to proceed.
Task Order No. 39—Water and Sewer Rate Study
We met with City staff on September 14th to discuss the draft rate calculations and scenarios for
the final recommendations. At that meeting we, were tasked to: work with Bethany to separate
fixed versus variable O&M costs; meet with Kurt and Tim to refine cost estimates and schedules
for pending capital projects that need to be included in the rate calculations; and work with
Bethany to develop a forecast for reserve accumulation for the respective water and sewer
enterprise funds. To date, we have worked with Bethany to separate fixed and variable O&M
costs but have been unable to schedule a meeting with Kurt and Tim to discuss capital projects.

The first draft of the rr�aster pian was presented to the Advisary Cammittee on Monday, November I
27m. We will work on finalizing the draft plan once comments are received by the Advisory
Committee, which are due by December 12th. The final draft plan will then tentatively be
presented to the City Council at the December 19�Council Workshop.

Sewer Plant
• Worked with Montana DEQ on fine tuning operations to meet discharge
permit limits
• Have been working to get rid of storm water flows coming into the sewer
plant
• HVAC for headworks building had a wiring short
• Need to finalize a dewatering solution to help with solid wastes
Sewer Collection
• Replaced 150 feet of sewer line on Montana Ave. and installed a new
manhole at the end of the replaced line
� Contracted to have about 9 sewer manholes lined
• Raised or lowered sewer manholes to the street level
• Cleaned 1/3 of the city sewer lines
• Lift station cleanings
• 4th Avenue has sewer lines that need replaced
• Manhole on East Main Street need to be replaced or lined
