HomeMy WebLinkAboutCity Council Minutes 01.02.2018 MINUTES OF THE CITY COUNCIL OF LAUREL JANUARY 2, 2018 i� A regular meeting of the City Council of the City of Laurel, Montana, was held in the I Council Chambers and called to order by Mayor Mark Mace at 6:30 p.m. on January 2, 2018. , COLTNCIL MEMBERS PRESENT: Emelie Eaton Heidi Sparks I Bruce McGee Richard Herr �� Irv Wilke � — Richard Klose Bill Mountsier ' COLTNCIL MEMBERS ABSENT: Scot Stokes OTHER STAFF PRESENT: Sam Painter, City Attorney Bethany Keeler, Clerk/Treasurer Rick Musson, Police Chief Noel Eaton, City Planner Jean Kerr, City Judge Kurt Markegard, Public Works Director i Ma or Mace led the Pledge of Allegiance to the American flag. Y Mayor Mace asked the council to observe a moment of silence. SWEARING IN OF ELECTED OFFICIALS: Mayor Mace performed the swearing-in ceremony for Jean Kerr, the newly-elected City Judge. City Judge Jean Kerr performed the swearing-in ceremony for Heidi Sparks, Irving Wilke, Bruce ._. McGee and Richard Klose, newly-elected Council Members. There were applause and pictures were taken. Mayor Mace handed the gavel to Council President Eaton, who led the remainder of the Council meeting. MINUTES OF DECEMBER 19,2017: Motion by Council Member McGee to approve the minutes of the regular meeting of December 19, 2017, as presented, seconded by Council Member Herr. There was no public comment or council discussion. A vote was taken on the motion. All six council members present voted aye. Motion carried 6-0. MINUTES OF SPECIAL MEETING ON DECEMBER 26, 2017: Motion b,y Council Member Herr to approve the minutes of the special meeting of December 26, 2017, as presented, seconded by Council Member McGee. There was no public comment or council discussion. A vote was taken on the motion. All six council members present voted aye. Nlotion carried 6-0. — CORRESPONDENCE: None. I COUNCIL DISCLOSURE OF EX PARTE COMMUNICATIONS: None. PUBLIC HEARING: None. CONSENT ITEMS: • Claims for the month of December 2017 in the amount of$216349.43. A complete listing of the claims and their amounts is on file in the Clerk/Treasurer's Office. � Council Minutes of January 2,2018 • Approval of Payroll Register for PPE 12/17/2017 totaling$208,604.22. • Receiving the CommitteeBoard/Commission Reports into the Record. --Budget/Finance Committee minutes of December 19, 2017, were presented. --Council Workshop minutes of December 26, 2017, were presented. --Tree Board minutes of December 14, 2017, were presented. --Park Board minutes of December 7, 2017, were presented. Council President Eaton stated that there does need to be a separation of the consent agenda. The claims for the month of December 2017 and approval of Payroll Register for PPE 12/17/2017 totaling $208,604.22 will be moved to the January 16, 2018, meeting. Motion bv Council Member McGee to approve the consent items as separated, seconded by Council Member Herr. There was no public comment or council discussion. A vote was taken on the motion. All six council members present voted aye. Motion carried 6-0. CEREMONIAL CALENDAR: None. REPORTS OF BOARDS AND COMMISSIONS: None. AUDIENCE PARTICIPATION (THREE-MINUTE LIMIT): None. Noel Eaton, City Planner, reminded Council to review the Riverside Park Master Plan. There will be a discussion at the next Workshop and a Public Hearing on January 16, 2018. Roger Giese, 211 4th Avenue, questioned what will happen with swearing in of the Mayor at this particular juncture. Council President Eaton requested Sam, the City Attorney, to respond. Sam stated that the .— City had not received any resignation of any kind, therefore he remains employed. The appointed Mayor is not present tonight but will be sworn in at a different time. Mr. Giese questioned if the appointed Mayor will be sworn in. Sam stated that per the contingency plan approved by Council, yes he will be sworn in. SCHEDULED MATTERS: • Confirmation of Appointments. o Appoint Johnathan Wayne Simpson and Nick Vito Buciuman to the Laurel Police Reserves. o Mayor Appointment: Emergency Services: Richard Klose, Irv Wilke, Bruce McGee and Bill Mountsier. o Mayor Appointment: Public Works Committee: Emelie Eaton, Bill Mountsier, Richard Herr and Heidi Sparks. o Mayor Appointment: Cemetery Commission: Richard Klose,Richard Herr o Mayor Appointment: Park Board: Scott Stokes, Irv Wilke,Richard Herr o Mayor Appointment: Tree Board: Richard Herr o Mayor Appointment: Health Insurance: Bruce McGee, Heidi Sparks Council President Eaton stated that all items under scheduled matters are Mayor Appointments. They will all be continued until a Mayor has been sworn in and listed on the next City Council Agenda for January 16, 2018. ITEMS REMOVED FROM THE CONSENT AGENDA: 2 � Council Minutes of January 2,2018 The Claims for the month of December 2017 and the approval of Payroll Register for PPE ' 12/17/2017 totaling $208,604.22 will be on the consent agenda on January 16, 2018. I COMMUNITY ANNOUNCEMENTS (ONE-MINUTE LIMIT): None. COUNCIL DISCUSSION: Council President Eaton announced that there would be a Public Works Committee meeting on January 22, 2018, at 6:00 p.m. Council President Eaton announced that there would be a Special Budget/Finance Meeting, however, since there is not a Mayor to appoint Council Members to that committee. The Special —' Budget/Finance meeting will occur after the new Mayor is sworn in and appoints Council Members to Budget/Finance. This meeting will be posted as appropriate. Council President Eaton announced that the City-County Planning Board meeting scheduled for January 4th had been canceled. Council President Eaton announced that the LURA meeting had been moved to January 22, 2018. UNSCHEDULED MATTERS: None. ADJOURNMENT: Motion bv Council Member Herr to adjourn the council meeting, seconded by Council Member Mountsier. There was no public comment or council discussion. A vote was taken on the motion. All six council members present voted aye. Motion carried 6-0.
