HomeMy WebLinkAboutSafety Committee Minutes (20) Safety Meeting minutes from December 13, 2016 Meeting called to order at 1:30 pm. In attendance Rick Musson from the Police Dept., Matt Wheeler from the Public Works,Justin Baker from Public Works, Noel Eaton the City Planner, Brandon Corey from the Waste Water Plant, Dave Waggoner from the Water I Treatment Plant, Nancy Schmidt from the Library, Brent Peters from the Fire Dept.,Jason Shovar from the Building Dept.,Tim Reiter from Public Works and Keith Kolstad from Code Enforcement. The latest draft of the Respiratory Protection Program last revised on 11/16/2016 was reviewed. The plan has been revised after all the departments involved had a chance to input their concerns. The costs of new SCBA versus the costs of maintaining the 1990 era SCBA was discussed and the consensus was to purchase new SCBA that were compatible with those used by the Fire Dept. Dale Burd,a local representative of Scott Air will be contacted to give us quotes on the new SCBA while DXP of Billings has already submitted costs for testing and refurbishing the current model of SCBA. Other models of respirators were determined by the SDS sheets for individual chemicals or agent in use around , the city and so noted in the plan. Medical and fit testing was a concern among several employees as to health concerns and/or facial hair. It was suggested that it might be more appropriate in some cases to provide the 10 minute emergency escape hood such as the Scope Model CO/CBRN at a cost of$474.00 each to use until SCBA trained personnel can assume command in an emergency. One employee asked if there was a hood design instead of the face mask for use with SCBA but this was undetermined and would have to be researched. The current SOP requires operators at the Water Plant to ca11911 and do not enter any contaminated area until qualified personnel, including backup and monitoring individuals,arrive and assess the problem,at which time the appropriate respirator and protocol will be established. The chlorine monitoring devices at the Water Plant will be reviewed to see if they can be placed where they are more accessible to staff outside of the two rooms where the monitoring is taking place. The continued documentation of training personnel on forklift and skid steer operations will be performed and such documentation put into the employees personnel file. A copy of the standard documentation form we have adopted was reviewed as to how to fill it out properly. All staff at both the Waste Water Plant and the Water Treatment Plant have completed the power point presentation on-line concerning the Respiratory Protection Training. This power point presentation was suggested by Jennifer Rose,who is the Health and Safety Specialist in the Billings office of the State Fund. The presentation was put together by the University of Kentucky in response to training required by OSHA 29 CFR 1910.134. A copy of our draft respiratory plan will be submitted to Kayla Criscuolo of the Department of Labor and Industry to keep her up to date on our progress. CPR training for all employees will be coordinated with Kara Hergenrider of the Laurel Ambulance. Brent Peters had originally suggested that employees take the abbreviated CPR course on compressions only but that program has not produced the results that a complete CPR class would afford us. It was a friendly reminder that at inspections of the shop,the waste water and water treatment pEants that the manthly fire extinguisher checks and the weekly eye wash station tests were{ax. Someone needs to be appointed at each facility to complete these checks. We have four new empioyees who need safety orien#ation and this wiii be accomptished this month. i Any employees who are trained on new equipment ar change a job skill are to have dacumentation sheets completed on those skills and put into the employee fiie. A three tier safety wall file system is now in place for employees. The first wall�le will contain any updated infarmation,such as times af safety meetings,results of outside inspections or internal audits. The second will have a copy of the city safety plan for immediate viewing. The third file will contain pamphlets or brochures on specific topics such as machine guarding,ladders,blaod borne pathogens and hazardous materials for example. ' Price quotes fram one company as to AED purchases for city hall and the library was discussed. It was suggested that we contact AMR for prices and to coordinate brands in use by the police and ambulance in order to�urtail costs of replacement pads and batteries while standardizing training. 1 � The possibility of Internet service to the shops is still sorne tirne aff, !n the interim we wiU continue to utilize either the MACo library of safety videos or specific CDs on safety subjects plus outside training. � Those five individuals wha have not yet turr�ed in a capy of the MMIA defensive drivin�course,being Tornmi Mantana,Sherry Sauslopes and Kara Heigenrider of the Ambulance crew and Bruce Lefler and Keil Clavadetscher of Public Works need ta do so ta receive credit for the course. 7he bailer inspection perfarmed by David Green of Munich RE—Nartford 5team and Boifer had severat corrections that needed ta be addressed. Those were all corrected by Navember 15 and a canfirmation af such received from David an Navember 28,2016. Should any changes or additions need to be made to the city website piease address thern to Nancy Schmidt at the �ibrary. We have found that some falks who have left aur emplayment are still listed and some informa#ion needed ta be upda#ed sa the pubiic was better aware af wha to cantact. In other business Brandan Corey brought to light the need to purchase a spiii kit at the Waste Water Plant far better control af spills of fuel or other materials. The Meeting was adjained at 2:30 pm.
