HomeMy WebLinkAboutSafety Committee Minutes (19) Safety meetings minutes from September 13,2016. The meeting was called to order at 1:45 pm. In attendance were Rick Musson (Police Dept.), Fran Schweigert (Parks),April Wheeler(Parks),Tim Reiter(Public Utilities), Fred Lyons(Library), Keith Kolstad (Safety), Brandon Corey(Waste Water Plant), Nathan Herman (Water Plant)and Brent Peters(Fire Dept.and Ambulance). The majority of the meeting addressed the findings of the Montana Department of Labor and Industry inspection of the Water and Waste Water plants. As per the Agenda outline each of the 15 violations were discussed and updates offered. The objective is to have 14 of the violation fully completed, including the 4 most serious, by the September 23 dead line. The 15t''violation noted in the report,dealing with the respiratory program and the current SCBAs,produced the most conversation. Some of the questions concerned the continued use of the SCBAs at the Waste Water plant since Chlorine is no longer in use at that location. The replacement of the SCBA's at the Water plant with a positive pressure compressor and hood system is a preferred long term alternative to the SCBA use. Test fitting and maintenance of the SCBAs versus the compressed air system were also discussed. At the Waste Water plant a respiratory program would need to address the number of people that may enter a confined space to do sampling and how to adjust for such sampling when only one person is on duty at the plant. One suggestion was to institute a camera system monitored by police dispatch but to do so some obstacles must be overcome on the transmission side. Brent Peters,with experience in the confined space and SCBA use,led the conversation and felt that if compressed air system was introduced then medical exams and fit testing might not be necessary. SCBA use will affect those who,during the fit test, may have any facial hair that would inhibit a tight seal,to shave until such fit test is acceptable. Brandon Corey noted that training on the skid steer will be taking place on Thursday,September 15. Training will also be done on the new gas monitor purchased for the Waste Water plant by the manufacturer's representative, DXP. Keith Kolstad noted that he was in contact with Jim Schilke,an engineer,to help determine the load weight of the mezzanine at the Waste Water Plant. Keith Kolstad asked that those present remind other employees who took the MMIA defensive driving course to turn in a copy to Cindy Allen to put in the employee file. Brent Peters noted that four of the ambulance personnel will soon be certified instructors to teach CPR. At least two classes will need to be scheduled to bring current employees up to date on CPR. Rick Musson said that an Active Shooter exercise at City Hall could be conducted. Keith Kolstad would like to see it done about 8 am on some morning and include all personnel in city hall, including the county license plate crew ,, of two. Rick also emphasized the requirement that city employees always wear their seat belts when operating any city owned equipment as statistics have proven their worth in preventing injury,even if just parked in the vehicle.
