A regular meeting of the City Council of the City of- Laurel, Montana, was held in the
Council Chambers and called to order by Mayor Mark Mace at 6:30 p.m. on December 5, 2017.

Mayor Mace led the Pledge of Allegiance to the American flag.
Mayor Mace asked the council to observe a moment of silence.

Motion bv Council Member Nelson to approve the minutes of the regular meeting of .
November 21, 2017, as presented, seconded by Council Member Dickerson. There was no public
comment or council discussion. A vote was taken on the motion. All seven council members
present voted aye. Motion carried 7-0.

COUNCIL DISCLOSURE OF EX PARTE COMMUNICATIONS: None
PUBLIC HEARING: None
CONSENT ITEMS:
• Claims for the month of November 2017 in the amount of$407,316.67.
A complete listing of the claims and their amounts is on file in the Clerk/Treasurer's Office.
• Approval of Payroll Register for PPE 11/19/2017 totaling $181,950.12. �
• Receiving the CommitteeBoard/Commission Reports into the Record.

The mayor asked if there was any separation of consent items. There was none.
Motion by Council Member Eaton to approve the consent items as presented, seconded by
Council Member McGee. There was no public comment or council discussion. A vote was taken on �
the motion. All seven council members present voted aye. Motion carried 7-0.

REPORTS OF BOARDS AND COMMISSIONS: None.
AUDIENCE PARTICIPATION (THREE-MINUTE LIMIT):
Council Minutes of December 5,2017
Irv Wilke, 1017 7th Avenue, announced the Laurel Rod and Gun Club has chosen their Turkey Shoot
Dates, February 18th and March 18th 2018. He asked if the Council preferred to have both requests
listed in one letter or separate letters.
Council Member Dickerson state one letter is sufficient.
SCHEDULED MATTERS:
• Confirmation of Appointments. .
Motion bv Council Member Herr to approve Judy Goldsby to Laurel Urban Renewal Agency
'—' for a four year term ending December 31, 2021, seconded by Council Member Dickerson. There
was no public comment or council discussion. A vote was taken on the motion. All seven council
members present voted aye. Motion carried 7-0.
• Resolution No. R17-68: Budget Amendment No. 1: Resolution Amending
Appropriation and Revenues for Various Funds for Fiscal Year 2017-2018. �
Motion bv Council Member McGee to approve Resolution No. R17-68, seconded by Council
Member Eaton. There was no public comment or council discussion. A vote was taken on the
motion. All seven council members present voted aye. Motion carried 7-0.
• Resolution No. R17-69: A Resolution Authorizing the Mayor to Sign an Agreement with
Kadrmas,Lee & Jackson, Inc. To Provide Engineering Services for the City of Laurel.
Motion by Council Member Mountsier to approve Resolution No. R17-69, seconded by
Council Member Eaton.

Carl Jackson, Branch Manager for Kadrmas, Lee &Jackson, introduced himself to the Council.
Council Member Nelson stated that his preference is to consider having a second engineering firm j
contracted with the City. He stated that he is unable to support this resolution without having , '
,_, discussion of pros and cons of contracting a second firm.
Council Member Herr mentioned receiving such a large document the night to vote on it is difficult
to review. He requested, in the future, more time for large documents.
A vote was taken on the motion. Council Members Herr, Stokes, Mountsier, McGee, and Eaton
voted aye. Council Members Nelson and Dickerson vote nay. Motion carried 5-2.
• Resolution No. R17-70: A Resolution of the city Council Approving a Three-Year
Agreement Between the City of Laurel and Local Union Local 316, American
Federation of State, County and Municipal Employees,AFSCME.
Motion by Council Member Dickerson to approve Resolution No. R17-70, seconded by
Council Member Nelson. There was no public comment or council discussion. A vote was taken on
the motion. All seven council members present voted aye. Motion carried 7-0.

COMMUNITY ANNOUNCEMENTS (ONE-MINUTE LIMIT): None.
COUNCIL DISCUSSION:
_. Council Member Stokes reminded Council of the Parks Board meeting December 7, 2017 at 5:30
p.m. in Council Chambers.
Council Member Eaton reminded Council of the Public Works meeting December 11, 2017 at 6 p.m.
in Council Chambers.
Council Member Eaton clarified the confusion on the product being used on SE 4t" Street. Council
Member Dickerson stated at the last Workshop meeting that Public Works Committee had discussed
the use of Thermoplastic. Council Member Eaton did request the Public Works Director to review
the minutes to see what was in fact discussed at the meeting. Thermoplastic was discussed at the
August 7, 2017 meeting. The Public Works Director worked with Great West to obtain bids for the

project. The further discussion was to use Thermaplastic on crosswalks as they are driven on and
need to be redone each year. Council Member Eaton requested the minutes from the pertinent Public
Works Committee rneetings be attached to these minutes.
Council Member Eaton requested on the next Workshop agenda to eliminate the Judges Wage
matrix and langevity bonus.
Council Member Eaton requested an the next Warkshop agenda discussion of how the Council will �
proceed come January 2"a

Kurt pr�ted the a�mmitt� with the plans �r the widening of S.E. 4m Str�t fram South Washington
Avenue to Be�nhardt Road. The upcoming project also include.s an asphalt mill, fill and overlay on South
Washington Avenue, along with some sidewalk impmvements.
Kurt went through the project plans. There was discussion�bout City emp]Pc�yees installing culverts in the
irrigation ditches along Bernhatdt Road this spring so S.E.4�'Street could be widened this summer.
Dan asked if additional land was purchased in order to allow the street to be widened.
Kurt explained that no additiona�land was needed.
Chuck agked about the city extending the culverts in the irrigatian ditches, as prior council c�iscussion had
indicated that the city would be responsible for cleaning the ditches if the city put culverts in the ditches.
Kurt re�sponded tbat the City is already responsible for the culverts, due to the street being built over the
ditches when the Walmart store was built �nd Walmart extendt�d S.E. 4�'Street from Washington Avenue
to Bemhardt Road.
Chuck aL4o asked Kurt about the City's ability to culvert the rest of the irrigation ditches along Bemhardt
Road.
Kurt said the�ity could culvert the ditches, which would make it easier to mow. State law allows the City
to culvert the imgation ditches in certain c�ses.
Chuck asked about the street paint.strippin�on S.E. 4`�Street that has faded.
Kurt was aware of it and thinks the paint may have faded over the winter for var�ous reasons.
Bill asked if crosswalks islands were going to be installed,

Kurt informed Bill that no crosswallc islands were �oing to be installed, but thcre are going to be �

crosswalks at the nrtersection of South Washington Avenue and S.E. 4�'Strcet.
Emelie asked about the ExxonMobil pi►peline on the bt north of S.E. 4�' Street where the stre�et work is �
being done. She asked if that lot can be developed. '
Kurt informed Emelie that someone can build on the lot but canriot put a building over the pipeline. A
parking lot would have to be permitted by ExxonMobil.
Emelie asked Kurt to inform the committ�about the ownership of the urigation ditches in town.
Kurt explained that most of the large imigation ditche.s predatc the City and the ownership is ou►ned by the
shareholders. The smaller irrigation ditches are owned by the farmers that use the water from the larger
ditches. The farmers maintain the smaller ditches that g�through Laurel. CHS refinery owns the smaller
ditches tha.t oame down Alder Avenue and al�ng Bernhardt Road by Walmart.
The committee discussed the possbility of kids drvwning in the irrigation ditches aird what is to be done
about it.
Kurt stateri that he has asked kids to stop playing in the irrigation ditches in the past.
Street c6ip scnl oroiects
Kurt handed out the Pave�nent Condition Inciex(PCI) Rgport for the streets in Laurel. The committee had
questions about haw the streefis were ranked in the report.
Emelie asked why certain streets had different PCI numbers for the same street.
I�urt explained that streets are broke.n up into different sections so th�tt they can be ranked for the good
pavement scctions and differently fnr the bad pavement se�tieons. This process allows for a greater
understanding of the oondition of the street and not just using an average for the whole street. Bad
pavement sections can be dealt with in a different manner than the rest of the street which could be in
better shape.
Kurt told the committee that he will work with the Cler�%'Treasurer to prepare a street pmject an+d find the
funding to complete a project.
The committee discussed the underground utilities, which include the water and sewer lines, and how this
would impact a street project.
There was some discussion regarding o1d sewer service linee:s that are failing all over the City. The sewer
serviee lines are at the end of their life span and a lot of residents are having to replace their sewer service
lines.
Kurt would like to go forward with a street crack and chip seal project this year and will be working
towards that goal.

Dan asked about the weeds on the streets where the parking lanes have not been paved.
Kurt said that it is the homeowner's r�ponsibility to take care of tl�e adjoining right of ways.
Emelie asked if the City sweeps the streets.
Kurt statsd that the city ca.n sweep if a citizen requests that their street be swept. It is not fair to some �

citiz+�ns if their neighbors do not clean up tree debris in the curb and gutter and it washes down in front of
their house. Citi�.ens caa call the Public Works Departme�nt to requ�st cle�ning a residential street. If the �
tree debris is not cleaned up on the streets,the debris plugs the culvers and storm inlets in the City. �
