NOVEMBER 21, 2017
A regular meeting of the City Council of the City of Laurel, Montana, was held in the
Council Chambers and called to order by Council President Poehls at 6:30 p.m. an November 21,
2017.

Cauncil President Poehls led the Pledge af Allegiance to the American flag. j
Council President Paehls asked the council to abserve a mornent of silence. �

MINUTES:
Motion by Council Member Mountsier to approve the minutes of the regular meeting of E
November 7, 2017, as presented, seconded by Council Member Dickersan. There was no public
cornment or council discussion. A vote was taken on the motion. All seven council members
present voted aye. Motion carried 7-0.

CONSENT ITEMS:
• Claims for the month af Navember 2017 in the amaunt of$265,079A6.

The Council President Poehls asked if there was any separation of consent items. There was none.
Motion by Council Member Eaton to apprave the consent items as presented, secanded by
Council Member McGee. There was no public camment or council discussion. A vote was taken on
the motian. All seven council members present voted aye. Motion carried 7-0.
CEREMONIAL CALENDAR:
Arbor Day Froclamation—May l, 2018.
Council President Poehls read the Arbar Day Proclamation and proclaimed May l, 2018 as Arbor
Day in the City of Laurel.

REPORTS OF BOARDS AND COMMISSIONS: None.
AUDIENCE PARTICIPATION (THREE-MINUTE LIMIT):
Roger Giese, 211 4th Avenue, asked for clarification regarding the Mayor-Elect. He questioned if the
Mayor-Elect is employed by the City can he become Mayor.
Council President Poehls stated he will request the subject be placed on the next Workshop Agenda
along with the City Attorney's position on the matter.
Mr. Giese questioned if when filing to run for office the Mayor-Elect was made aware of that.
Council President Poehls stated that it was his understanding, when filing for office, Yellowstone
County verifies the applicant is a resident and a registered voter, within the specified area.
SCHEDULED MATTERS:
• Confirmation of Re-Appointment of Steve Solberg to Laurel Urban Renewal Agency
for a four year term ending December 31,2021.
Motion b_y Council Member Herr to approve Steve Solberg to the Laurel Urban Renewal
Agency, seconded by Council Member Mountsier. There was no public comment or council
discussion. A vote was taken on the motion. All seven council members present voted aye. Motion
carried 7-0.
ITEMS REMOVED FROM THE CONSENT AGENDA: None.
COMMUNITY ANNOUNCEMENTS (ONE-MINUTE LIMIT): None.
COUNCIL DISCUSSION:
Council Member Dickerson requested the stripping on SE 4th Street to be discussed at the next
Workshop. He stated he understood the epoxy that was going to be put down was going to be heated
into the pavement itself. He witnessed the street being painted with reflective added, but not heated.
— He would like clarification on this project.
Council President Poehls requested the procedure of the Mayor-Elect swearing in be placed on the
next Workshop Agenda.
UNSCHEDULED MATTERS: None.
ADJOURNMENT:
Motion bv Council Member Dickerson to adjourn the council meeting, seconded by Council
Member Eaton. There was no public comment or council discussion. A vote was taken on the
motion. All seven council members present voted aye. Motion carried 7-0.
There being no further business to come before the council at this time, the meeting was adjourned at
6:41 p.m.
