EMERGENCY SERVICES COMMITTEE

There was not a quorum present at the meeting.
Fire Service Contract
Doug Poehls stated that the City Council approved the Fire Service Contract and it was
signed by the Mayor. Doug had e-mailed the contract to Brad Kimble, although he
hadn't received it, he said there may be a few differences in some wordage but thought
there would be no problem. Doug said he would get a confirmation from Cenex on the
final Fire Service Contract. Brad handed out maps showing the CHS buildings that
would be covered under the Fire Service Contract, such as the Administration buildings,
Cenex truck terminal, and Cenex pipeline building.
Mutual Aid Agreement
Brad Kimble will set up a meeting with Terry Ruff to finalize a Mutual Aid Agreement.
Scott said the current 1975 Mutual Aid Agreement would be ok to continue with, if
Cenex doesn't wish to add the spill team to the agreement. Cenex has looked at the
Mutual Aid Agreement that was written for the City of Billings and made changes to it
that would apply to the refinery.
Greg Brown stated that Cenex would like to have both the Fire Service Contract and
Mutual Aid Agreement signed and effective at the same time. Scott said the Fire Service
Contract needs to be signed soon. It has already taken several months of work to come
up with an agreement for fire service on the east side of the highway. It has been
approved by the council and effective as of July 1, 2008.
Do Ordinance LMC 6.16.030
The city had an incident recently where a vicious dog killed a cat. The city ordinance
directs action in dealing with a nuisance dog. Upvn a third conviction the animal may be
seized by any law enforcement officer and put to death. There isn't anything in the
ordinance regarding a vicious dog. Chairman, Doug Poehls stated that he would like a
task force to be formed to look at the issue and come back with a proposal. He asked
Scotty Snowden to head the task force and directed him to ask other committee members
to volunteer to be on the task farce with him. Discussion was held regarding the task
force accomplishing the fact of getting the issue of a vicious dog into the ordinance. Mike
Zuhoski stated it would be more of a penalty issue when such an incident occurs with a
vicious dog.
Other
Jan Faught mentioned that she has been approached by Molt ambulance to provide
transfer service for a quicker response time. Molt ambulance does not transport and their
waiting time for Billings to arrive to transport is quite long. Jan stated that there is no
mutual aid with Molt. They couldn't give mutual aid to Laurel for transporting, but could
still lend a helping hand when called for help. One problem is that Laurel has one
ambulance crew on call at a time. If it is out of the district helping Molt, then there would
be no crew available if there was a call in Laurel. Jan will look into this further and
request to be on the Emergency Services Agenda next month.
