May 28' 1998
Ken Olsen called meeting to order.
Members Present: Miles Walton, Alan Hovious, McCann, Guests Jean Carol Thompsen, One other.
Discussion on Permit fees for sales on the 4t~. Profit and Non profit.
Ken reported the City Council tabled the resolution last meeting. The overall feeling being the fees were
too high,
Ken suggested dropping the fees to $250.00 for business and $50.00 for Non profit.
Joe Lecki told us we could not discriminate between Laurel groups and out of town groups weather profit
or non-profit.
We will need to see Tax Id if claiming non-profit; this is if it's a group we do not know.
Jean Carol recalls a past ruling by Council that only Non Profit is allowed in the Park. Miles explained that
the ruling had to do with sales at the Ball games and not the 4t~ of July.
Discussion on clean up time. Do we require a certain number of hours and can a person clean for two clubs.
What about the elderly that will not be able to help clean park.
Decision was that each club has to help clean park. The help will stay until the clean up is complete. If
clubs have people that physically can not clean up they can help coordinate the clean up, People can not
clean for two clubs. The persons helping clean do not have to belong to the club they could be sons or
daughters. They need to be old enough to help.
Miles indicated that the clubs should go ahead and get permits for Sales on the 4 . We expect the City
Council will puss the resolution at the next meeting. The permits will be ready on the 3td of June.
Discussion on costs incurred by the City of Laurel for the 4~.
Do we allow dogs in the Park?
Alan said if it is on a leash the ordinance allows it.
Motion by McCann to reduce the fees for sales on the 4t~ in the park to $250.00 for profit and $50.00 for
non-profit. The requirement for business license is 60.00 for out of city business and 15.00 for non-profit.
The $15.00 dollar fee is not refundable. 2~d by Miles Walton Passed.
Discussion on traffic. Alan reported OMO construction has donated a programmable sign and the County is
providing Barricades. Alan indicated we could make our decision on traffic as late us July second. We will
not get any personnel to help fi.om the County because of the show in Billings.
If we were going to change txaff'tc we would need to get the information with drawing in Billings Gazette
and the OutLook.
Because of manpower we may have to [et traffic go us normal. We will not have enough people to create
one way street to get people out of town.
Discussion on meetings for the 1999 4t~ of July. They should start in September of 1998.
Next meeting set for Jane 11a a~er Parks.
