HomeMy WebLinkAboutPark Board Minutes 11.02.2017 City of Laurel Park Board Minutes Thursday, November 2, 2oi� In attendance were Park Board Members: Scot Stokes, Phyllis Bromgard,Amy Pollock, LuAnne Engh, Irv Wilke,and Chuck Dickerson; Public Works Director, Kurt Markegard; &Citizen, Kat Stokes. i. Public Comment: Kat Stokes reported there is some"hidden" graffiti at Kid's Kingdom that is located specifically where only little people can see it. Kurt sent a message to Matt to have that taken care of. 2. Minutes: Reviewed and approved corrected minutes from September, and October minutes. Irv moved to accep#,Amy seconded, and they were unanimously approved. 3. Update on Funds from Dept. of Justice: Kurt presented our three abstracts on October ii, 2oi�. He shared his power point presentations with us. Park Board commended Kurt for doing a great job.The first discussed was the vault toilets. Kurt spoke with Ken Frasier from FWP and they said they have NO money to put toward a vault toilet for the boat ramp. However,he would check and possibly help coordinate efforts to get it installed. Kurt spoke with Alicia and she is looking into it. Ken has a call into a contractor who has installed other vault toilets at their facilities to find out more specifics concerning the guidelines for putting a toilet in a flood plain. Also asked Noel,wondering if we have to elevate it 2 ft. Noticed vault toilets are NOT elevated at other sites. Lion's Park requested adding a fishing pier connected to the pond for disability access. They said they needed to know Lion's Club's level of commitment to what they can/will be able to do. Can they match? Can they provide labor/in-kind services? Basically need letter to know what they can commit to. Phyllis will contact Lion's Montana Governor and look at what they can do. Kurt said the group appreciated Phyllis attending the presentation so they could get a citizen's perspective. Kurt will try to attend Lion's Club Meeting next Tuesday, November�, @ 6:3o pm at The Owl. Finally, Kurt presented Riverside Park improvements which included water and bringing back camping.An exciting development was Kurt's discovery of the option to purchase heated/insulated pipe called "Perma-pipe"for an estimated $ioo,000 installed instead of the original estimate of approximately$500,000.We also discussed using a well,but it isn't a good option as current ones aren't working properly. We couldn't rely on it. He also talked to Ken Frasier about possibly moving large rocks removed from the river as parking barricades to have better designated parking. Will have to check about flood permit. Kurt also expressed interest in adding BBQ pits to the area. Discussed that it is not possible to make current restrooms ADA compliant due to their layout. 4. Update on Riverside Park Master Plan: Amy said the Advisory Committee had met on October 23ra and had moved forward with establishing a mission statement and rough draft of the plan. LuAnne and Amy both agreed that the news of the under$iook vs $400k pipeline would be welcome news for the committee. Next meeting will be Monday, November 2�th @ 5:30. 5. Lease Negotiations: While looking at information concerning the Master Plan, an outdated lease was discoyered for the Horse Shoe Club Building in Riverside Park.The Park Board wondered if Brittney Moorman, City's Administrative Assistant, could write a letter requesting the presence of the Horse Shoe Club at the December�, 2oi�, meeting to discuss the lease. (Copy of lease information is attached.) 6. Swimming Pool Update: LuAnne put together a report on what other City's charge for use of their pools. (Copy attached) She recommended we charge $3/person next summer. In addition,we need to phase out the current daily pool passes and perhaps sell annual individual or family pass at a more appropriate price. LuAnne said she will bring a copy of one of the current passes to our next meeting so we can make a plan. Meeting was adjourned at 6:3�pm.
