Review Minutes from August 7, 2017 meeting
The minutes of the August 7th, 2017, meeting were approved as written.
S.E. 4th Street and Washington Avenue project update
Kurt handed out and went over pictures of the current street construction taking place on S.E. 4th Street
and also on S. Washington Avenue. The pictures presented showed the current progress on the asphalt
paving, excavation of old substandard asphalt that needed to be replaced on S. Washington Avenue,
sidewalk installation, and ADA ramps at S.E. 4th Street and S. Washington Avenue.
Kurt also informed the committee on the gravel compaction and traffic control issues. The contractor is
planning on paving the two inch asphalt overlay in the next week on S. Washington Avenue.
The Pet Palace has a power pole that is in the way of the new sidewalks at their business and the City is
working with Northwestern Energy to have the power pole relocated so that the concrete sidewalks can be
installed at that location.
Richard made a statement that he witnessed a two people crossing S.E. 4th Street and not using the
crosswalk by McDonalds. Kurt stated that he witnessed a pedestrian that used the crosswalk but did not
activate the crosswalk signal.
Rock Weir in the Yellowstone River
Kurt handed out a picture of the rock weir. In the picture you can see the rock weir and the 2003 water
intake. If the rock weir is removed the 2003 intake will probably be exposed again. Kurt stated that he
has a meeting with Great West Engineering on Thursday to discuss removal of the rock weir. Emelie
asked if this would be the last time the weir needs to be removed and Kurt informed her that was the case.
It may be possible to reuse the rocks for either removing or lowering the 2003 intake if needed. Kurt also
indicated that he would like to reuse the rocks for mud ponds at the water treatment plant. Dan asked for
clarification on using the 2003 intake as a backup and Kurt explained that it would be good to have that
backup. Richard asked how the 2003 intake would be lowered and Kurt explained that the intake walls
would be cut off and half-round intake screens could be installed. New concrete walls would be pours
and new lids would be installed to protect the screens. Richard commented on the gravel bar that is

behind the highway bridge. Richard asked if there is a chance that the gravel bar could bury the intake
and Kurt indicated that is always a possibility behind the bridges.
Storm Drainage Ditch alon2 Bernhardt Road
Kurt handed out pictures of the storm ditch that flows under the interstate and then onto the Yellowstone
River that needs to have some trees removed. Emelie asked for clarification of where the water comes
from for the storm ditch. Kurt explained where the storm water for the entire city discharges at different
locations. The issue Kurt brought forward is the problem with trees growing in the storm ditch along
Bernhardt Road and is causing sediment to accumulate in the storm water culvert under the interstate.
Richard asked if private citizens could cut down the trees in the storm water ditch. Bill commented that
you probably cannot let citizens go cut down the trees due to the liability issues. Kurt commented that the
trees probably came from the seed pods from trees inside the city. The committee discussed getting
waivers to allow citizens to collect firewood if the trees are to be cut down. The City would not have to
pay someone to remove the wood if citizens could do it for free. Kurt said he will look into the waivers
and report back to the committee.
The committee discussed how to clean the culverts. Emelie asked how the City would be able clean the
culverts and Kurt indicated that jet rodding may be possible. The culverts are very large and jet rodding
may not be possible. The culvert under the interstate was installed in 1964 and Kurt is not sure that City
has ever cleaned the ditch south of the interstate as the trees are very tall.
Kurt asked the committee for suggestions on how to proceed. Bill stated that he thinks the first thing to
do would be to remove the trees and if possible allow residents to take the wood. Richard agreed that the
wood would probably disappear if left along the storm ditches. The committee discussed ways to keep
the trees from coming back and what methods they know of to kill the stumps. Emelie stated that the City
should keep an eye on this issue and find out ways to address the storm drains. Dan again asked about the
waivers for the wood and Kurt stated he would ask the City Attorney for Columbus what they do due to
the fact that the Columbus City Clerk indicated they had waivers to collect wood in their town. Kurt
agreed to add a note to the committee minutes of what he learns from the Columbus City Attorney.
The committee discussed maintenance on all the storm ditches leaving the city and Kurt informed the
committee on how the City performs the ditch cleaning work.
Other
Richard knows of a citizen that would like to cut down the Russian Olive Trees along the Nutting Drain
Ditch. Kurt inform the committee that the property is owned by the County and permission would have to
go through the County and the Nutting Drain Boards.
Dan mentioned that grass and weeds are growing in some streets. Emelie informed Dan that he needs to
contact Karen with Code Enforcement on the weed issues. Kurt informed the committee that a flyer is
about to go out from the City to residents about good neighbor policies that includes weed removal.
Dan also stated that he placed some gravel in his alley and doesn't want to the City's maintenance crew to
displace the gravel.
Richard also asked about chip sealing streets and when that will take place. Kurt informed him that funds
are finally available to start chip sealing streets again.

Emelie asked Kurt about a comment from a citizen about a position being eliminated from the sweeping
district. Kurt stated that no position was eliminated and that the street sweeping was being performed
during the day instead of the early morning hours. Kurt explained that the City has not increased the
sweeping district assessment in all the years he has been with the city and that the Montana State
Department of Transportation will not be paying the City for sweeping of Main Street anymore. Kurt
stated the City is sweeping the district as needed and upon requests from business owners. Emelie stated
that she has witnessed the street sweeper out sweeping all sorts of stuff. Emelie was wondering how the
district worked. Kurt informed the committee that there was no language in the ordinance creating the
sweeping district that states how often the City must sweep the district. The ordinance states that the
streets will be swept as the City deems necessary. Kurt explained that we use to have one employee
come into work early on Tuesdays and Fridays to sweep the district and this caused a problem trying to
maintain other streets. Kurt made the statement that if sweeping was not needed, why should the City
send out the street sweeper. Kurt also informed the committee that as more and more parking lots are
being paved, the need to clean streets becomes less often. Kurt stated that it is a management decision on
when the streets are to be swept. Emelie wants the correct information about this subject to be added to
the minutes so that citizens can get the information they need. Kurt asked Emelie that if someone wants
any information about city services to please call City Hall and we can get them the information.
Richard brought up that he contacted Fox Lumber to ask why they quite putting out lumber for citizens to
take for free. A Fox Lumber employee told Richard that the EPA made Fox Lumber clean up not only
that area outside the fence but also inside the fence at their business.
