Members present were John Smith, Randy Hand, &Brock Williams Minutes approved of last meeting. (7-25-2017) Guest present: Craig & Nathan from KU Engineering, Frank Felke Claims approved: Normal and recurring for utilities, chemicals for weed control, etc. Also as part of runway project $95,853.45 to KU and $1,370.00 to Ken Petersen for work on runway documents and engineering. Last two items are 90% reimbursable from FAA as part of the runway expansion. Motion to pay made and carried. New business: 1. Received report from Northern Skies detailing their airport impact, number of aircraft on site, number of employees and payroll amounts. 2. Motion made and approved to transfer hangar lease from Tim Weins to Steve Casher. 3. Frank Felke asked if it was possible for Airport Authority to purchase his building for a maintenance building. Craig Canfield stated that would take an FAA exemption, but that he would ask to see if it being just inside the object free area was a deal breaker. Feasibility only at this time is questioned. 4. Resolution #1701, authorized on Sept 1, 2017, for our original 2.5% Intercap Loans will require that we formally budget for loan re-payment. That documentation had been forwarded to Accounting and Legal for signatures. Engineering Report, Craig Canfield 1. Craig noted that the "standard 3%" glideslope creates issues if used when landing to the south for the new runway. Options were to land further down runway, or use a 4% glide slope. Airport Authority elected to use the steeper glideslope so more of the runway was available if floating and landing long. 2. Existing AWOS was enquired about from Columbus; for installation during their runway overlay. Will be stored in for now in our maintenance shed. 3. Acceptance testing for the new construction will be performed by Rimrock Engineering. Their quote of +- $57,000.00 was approved, as it was $26,537.50 below original budget allowance. 4. Earthwork will be performed by Nov. 1st 2017. Pavement will follow next year after soils settle. Grass Strip will not be usable until after grass is established.
