Jerry Williams,Conservation Corps Rep. Roger Giese,City Rep. Ron Benner,County Rep. Gary Colley,City Rep. Others present: Noel Eaton,City Planner CALL TO ORDER: The meeting was called to order at 10:00 a.m. by Judy Goldsby. ROLL CALL: Members present were Koch,Goldsby,Williams,Colley, Benner and Giese. APPROVAL OF MINUTES FROM PREVIOUS MEETINGS: A motion was made by Dan Koch and seconded by Gary Colley to approve the minutes of the June 1s`,and August 3rd-2017 meetings. The motion carried by a vote of 5-0. NEW BUSINESS: Discussion-Residential Professional Zoning: Noel reviewed Residential Professional zoning in the City limits of Laurel along with its associated allowable uses and the lack of allowable uses. There are only 5 parcels in the City limits that are zoned RP and all of which are developed. Most of the uses in RP zoning require a special review process and public hearing. Noel states she is following the process but the Planning Board may want to think about updating this zoning district. Noel also stated that staff has been working to do an overhaul of the LMC for updates.She recommended that since that planning board works out of Chapters 17& 18,they wait to make any changes to RP zoning when Noel has a chance to update the entire zoning chapter.The subdivision regulations had just had a complete update from Monica and only need minor,legislative driven, updates. There was some talk about rezoning along 1s`avenue and what that would take. NEW BUSINESS: Chairman&Vice-Chairman nominations:a motion was made by Dan Koch and seconded by Jerry Williams to nominate Judy Goldsby as the Chair of the Planning Board.The motion carried by a vote of 5-0.The nomination for vice-chair was tabled for the next meeting. NEW BUSINESS: County Commissioners recommendation for board member: Roger Giese made a motion to approve the recommendation for Jon Klasna to the Yellowstone County Commissioners for the open County Representative seat.The motion was seconded by Ron Benner.The motion carried 5-0 OLD BUSINESS: Riverside Park Master Plan: Noel update the Planning Board on the progress of the Master Plan. Including the open house,the applications submitted for grant money,challenges so far, and upcoming meetings. 1 MISCELLANEOUS:Gary Colley asked about Billings removing medical marijuana from the city limits and how Laurel can do that. Noel said she would talk to Sam about it. The next meeting will be October 5th,2017 at 10:00 am. There will be an application for a special review for Residential Professional Allowable Use. PUBLIC COMMENT ON NON-AGENDA TOPICS: There was no public wishing to speak. ADJOURNMENT: A motion to adjourn was made by Dan Koch and seconded by Ron Benner. The meeting was adjourned.
