OCTOBER 3 2017
A regular meeting of the City Council of the City of Laurel, Montana, was held in the
Council Chambers and called to order by Mayor Mark Mace at 6:30 p.m. on October 3, 2017.

OTHER STAFF PRESENT: Bethany Keeler, Clerk/Treasurer
Mayor Mace led the Pledge of Allegiance to the American flag.
Mayor Mace asked the council to observe a moment of silence.
MINUTES:
Motion by Council Member Dickerson to approve the minutes of the regular meeting of
September 19, 2017, as presented, seconded by Council Member Nelson. There was no public
comment or council discussion. A vote was taken on the motion. All seven council members
present voted aye. Motion carried 7-0.
CORRESPONDENCE: None.
COUNCIL DISCLOSURE OF EX PARTE COMMUNICATIONS: None.
PUBLIC HEARING:
• Final levy of special assessments for maintenance costs in SID No. 118.
Mayor Mace stated this is the time and place set for the public hearing on the City of Laurel's final
levy of special assessments for maintenance costs in SID No. 118.
Mayor Mace opened the public hearing and asked Staff to present the item prior to hearing the
public comments.
Bethany Keeler, Clerk/Treasurer, presented the final levy of special assessments for maintenance
costs in SID No 118. Letters were sent out to all property owners, they have been notified.
Mayor Mace opened the floor for public comment and stated that copies of the rules governing the
public hearing were posted in the council chambers.
Mayor Mace asked three times if there were any proponents. There were none.

CONSENT ITEMS:
• Claims for the month of September 2017 in the amount of$110,191.47.
A complete listing of the claims and their amounts is on file in the Clerk/Treasurer's Office.
• Approval of Payroll Register for PPE 9/24/2017 totaling $155,030.43.
• Receiving the Committee/Board/Commission Reports into the Record.

The mayor asked if there was any separation of consent items. There was none.
Motion by Council Member Eaton to approve the consent items as presented, seconded by
Council Member Dickerson. There was no public comment or council discussion. A vote was taken
on the motion. All seven council members present voted aye. Motion carried 7-0.
CEREMONIAL CALENDAR:
• Laurel Police Department award ceremony.
Chief Musson, Mayor Mace and Captain Mark Guy presented accommodation for merit to
Communications Officer Brenda Sell for her actions on the night of March 27, 2017.
Chief Musson, Sergeant Ayers, Mayor Mace and Captain Mark Guy presented the Police Combat
Cross to Montana Highway Patrol Officer Trooper Trevor Chase for his actions on the night of
March 27, 2017.
Chief Musson, Mayor Mace and Captain Mark Guy presented the Police Combat Cross to Police
Officer Jeremiah Johnson for his actions on the night of March 27, 2017.
Chief Musson and Mayor Mace presented the Medal of Valor to Captain Mark Guy for his action on
the night of March 27, 2017.
REPORTS OF BOARDS AND COMMISSIONS: None.
AUDIENCE PARTICIPATION (THREE-MINUTE LIMIT): None.
SCHEDULED MATTERS:
• Resolution No. R17-62: Resolution Relating to Special Improvement District No. 118;
Final levy of special assessments on property within the districts for the purpose of
financing the cost of certain local improvements.
Motion by Council Member Nelson to approve Resolution No. R17-62, seconded by Council
Member McGee. There was no public comment or council discussion. A vote was taken on the
motion. All seven council members present voted aye. Motion carried 7-0.
ITEMS REMOVED FROM THE CONSENT AGENDA: None.
COMMUNITY ANNOUNCEMENTS (ONE-MINUTE LIMIT): None.
COUNCIL DISCUSSION:
Council Member Stokes stated there is a Park Board meeting on October 5th at 5:30 p.m. in the
Council Conference Room.

Council Member Nelson stated he recently attended the Montana League of Cities and Towns
Conference in Great Falls, MT. He will disseminate information, through various committees, from
that conference.
Council Member Nelson stated there is a Cemetery Commission meeting on October 10th at 5:00
p.m. in the Council Conference Room.
Council Member Dickerson asked for the striping on SE 4th Street and straightening of the railing on
the west crosswalk be placed on the next Workshop agenda.
Council Member McGee thanked the Police Chief and Mayor for recognizing those involved with
the incident on March 27th
Council Member Eaton stated at the last Public Works Committee meeting they discussed placing
updated maps in Council Chambers. She stated that the maps have been updated. She also stated that
the next Public Works Committee meeting will be on October 16th at 6:00 p.m. in Council
Chambers.
Mayor Mace stated that the City Planner and Public Works brought the map issue to his attention.
The Mayor also noticed one of the pieces of glass is broken and will be replaced.
UNSCHEDULED MATTERS: None.
ADJOURNMENT:
Motion by Council Member Poehls to adjourn the council meeting, seconded by Council
Member Eaton. There was no public comment or council discussion. A vote was taken on the
motion. All seven council members present voted aye. Motion carried 7-0.
There being no further business to come before the council at this time, the meeting was adjourned at
6:56 p.m.
