COUNCIL WORKSHOP
SEPTEMBER 26, 2017 6:30 P.M.
COUNCIL CHAMBERS
A Council Workshop was held in the Council Chambers and called to order by Mayor Mark Mace at
6:30 p.m. on September 26, 2017.

Public Input
Barb Emineth, 501 Alder Avenue, read the attached letter to Council Members present.
Tom stated that the Council will take a look into this issue.
Chuck requested this topic to be placed on the next Workshop agenda, along with an update on what
is being done currently.
Phyllis Simmons, 517 Alder Avenue, stated she has lived and raised her family in this house for 23
years. She cannot enjoy her outdoor space without hearing her neighbor's explicit language. She has
contacted both the Police Department and Code Enforcement. She was informed by Code
Enforcement that letters had been sent, but they had been returned to the City. She also stated that she
works in Billings,but comes home at lunch to check on her house.
Doug asked for clarification of the address.
Barb Emineth responded 506 Birch Avenue.
General Items
There were none.
Executive Review
• Resolution—Approving assessments for SID No. 118 (PH— 10/3/2017)
The Mayor introduced agenda item and announced the public hearing to be held at the next City
Council meeting on October 3, 2017. There was no discussion on this topic.
• Council Issues:
o Update on 2011 Yellowstone River flooding event
The Mayor read an update from Heidi regarding the 2011 Yellowstone River flooding event. Army
Corps of Engineers will be here Thursday morning to inspect the new intake, weir and 2003 intake.
Great West Engineering is working to complete the survey of the river to check depth for the final
Army Corps of Engineers permit. The punch list is close to being completed and seeding should be
done this week.

o Update on garage sale signs— (Chuck Dickerson)
The Mayor read an update from Heidi regarding the garage sale signs. There is an article in the trifold
that is going out with the water bill this week that specifically asks residents to take down their signs
24-hours after the sale. Heidi also spoke to John Herr, who runs the Laurel Boy Scouts, and he said
that they are getting ready for the season and if he has any Eagle Scouts looking for a project he will
let Heidi know. At this time the City are continuing to work on the issue and hope this provides some
resolve.
Chuck requested for an update at next Workshop on the garage sale signs.
Other Items
There were none.
Review of draft council agenda for October 3, 2017
Draft agenda was not included in packet, Council Members will be sent the draft agenda via email
tomorrow morning, September 27, 2017.
Attendance at the October 3, 2017 council meeting
All Council Members present will be in attendance at the October 3, 2017 Council meeting.
Announcements
The Mayor asked for an update on what happened at the last Emergency Services meeting.
Doug gave an update that the county ambulance service is on hold until after the election. Also
discussed getting the new ambulance in the next few weeks. They will move items around from the
other ambulances to equip the new one. There is some grant money available to get a Lifepackl 5.
Doug gave an update regarding the feral cats. The Laurel Police Department posted on Facebook that
they will, with the assistance of the Animal Welfare League, start live trapping feral cats on the south
side. The post advised those with pet cats to keep them indoors until the conclusion of this event.
Tom stated that the Emergency Services minutes, with an attached letter, will be in Council packets at
next week's meeting. He asked to be placed on the first November Workshop agenda to have an
update on the feral cat issue.
The council workshop adjourned at 6:45 p.m.

To the City Council of Laurel,
My name is Barb Emineth and I have lived at 501 Alder
Avenue for 37 years. I was here when Michelle Herren came to
my backdoor needing help because someone had hit her in the
head with a baseball bat and I couldn't stop the bleeding. I was
here when the dead body was found in the dumpster 20 some
years ago. I was here the day the cops surrounded 506 Birch
with guns drawn, and I was also here when the Hasmat team
showed up in their full white suits!
Today there is a campground in the backyard of Michelles'
property. There are 3 pull type trailers that people have been
living in all summer. We have 5 dumpsters for 10 households, P'GK �P
s Le EL and by Saturday they have overflowed 2 of them. I have seen
them put everything from TV's to lawnmowers in there.
It is not right when a 2 year old is covering her ears and wants
to go inside because of all the screaming coming from the other
side of the fence. It's not right when I can't sit on my garden
bench in the morning without hearing yelling, cussing, and
fighting. They are disturbing the peace!
Since I retired I am neighborhood watch. There was so much
traffic coming through our alley this summer that I couldn't
keep track anymore. Different people, different vehicles.
The most precious thing any of us has in this life is peace of
mind and these folks are messing with mine a • •

CITY OF LAUREL
I made 2 phone calls on 9/11. The 15t was to Adult Protection
Services because Michelles' house is unfit to live in and I
suspect she is being taken advantage of and possibly being
abused. The 2"d call was to the city clerk to report a violation of
zoning codes. To the best of my knowledge there were 4
people living inside the house and 4 outside. I have seen them
peeing outside.
I also think the presence of this campground could bring
down our property values.
Although the local police are well aware of the situation, we
have been told there's nothing they can do. I respectfully ask
the council if there are any other avenues we can pursue to
get rid of these trailers ?
