HomeMy WebLinkAboutLaurel Urban Renewal Agency Minutes 06.19.2017 LURA Minutes June 19, 2017 Judy Goldsby called the meeting to order at 11:00 In Attendance: Richard Herr, Dean Rankin, Ken Olson, Heidi Jensen,Tom Nelson, Diane Lehm, Noel Eaton, Daniel Klein,Sue Taylor, Don Smarsh,Steve Solberg, Randy Hafer The minutes were unavailable from the May meeting.Approve at next meeting. New Business: A Façade Grant for Thomae Lumber totaling$83,000, the 1:1 match being$41,500.There was discussion regarding a Façade Grant and the Large Grant. Heidi mentioned the board doesn't typically go above the $5,000 for grants like these unless there is a peculiar reason.The board asked if the Large Grant program would be better suited for them. Steve asked about the different grant programs and Noel explained the Large Grant, Façade Grant, and the Technical Assistance grants. Noel stated she would be in contact with Nate at Thomae and let him know about the Large Grant program Dan made a motion to table the item, Dean seconded the motion, motion passed unanimously. Ken Olsen presented information on the fireman's park and its improvements. He talked about the different costs of the landscaping($59,500), concrete ($6k),fence ($26k),seven granite and metal signs ($7k), and a display sign ($15k).They have$4,600 and are asking LURA for$50,000.They have a deadline before the next legislature to have minimum requirements done. Richard asked why other communities aren't donating. Ken explained the lack of support due to the lapse of time since it was approved. Noel explained she would need to look through MCA but does not think this would be an eligible "gift" at that amount. However,there are grant opportunities already in place that could get some money leveraged.The facade grant could be used for the landscaping and hardscaping and the sign grant could also be utilized.There is also the Large Grant that could be applied for at the beginning of next year. Noel and Ken would be in touch after the meeting to go over funding opportunities for the park. Noel mentioned the Riverside Park Master Plan has started with Great West Engineering. Reports: Noel reported that the SE 4th corner and SID 118 were moving along well. Diane Lehm from Big Sky Economic Development reported July 22nd is the MT Coal Board meeting at the Hampton Inn at 8:30.They will be presenting the Coal Study that was done. Sue Taylor from Beartooth RC&D reported they are getting a company lined up for the Sport Feasibility Study Randy Hafer from High Plains Architects talked briefly about the five technical assistance grants they have started.
