This letter is to acknowledge that the Montana Department of Commerce (MDOC) has
received your application requesting a construction grant from the Treasure State
Endowment Program (TSEP). The program received 65 construction grant applications
requesting a total of approximately $33.6 million. I have enclosed a list of the
applications received by the program and the amount each has requested.
The applications will be evaluated and scored as a team by TSEP and other MDOC
staff. The two TSEP engineers will be evaluating the technical aspects of your
application (the preliminary engineering) and preparing a report that will be used as the
basis for scoring statutory priorities #1 and #3. A draft report will be mailed to you to
provide you with an opportunity to point out any misinterpretations of the facts or to
identify something that the review engineer may have overlooked. However, you will
not be allowed to introduce any new information that was not previously submitted with
the application. One half of the reviews will be sent on July 21St and the other half will
be sent on August 4t". You should ensure that your project engineer is available during
this time period to review the report and provide comments. Your engineer's failure to
be available to review the draft report will not be grounds for an extension of time. You
and your engineer will have two weeks to review and return any comments that you
may have on the review engineer's draft report. At this time we do not know which of
the two dates a particular review will be mailed. If your engineer will not be available for
one of the two mailings, please contact Richard Knatterud, TSEP engineer, at 841-2'784
or email him at rknatterud@mt.gov, in order to arrange for the review to be sent at one
or the other date (make your request no later than June 13t"). You can email your
comments on the draft review report to Richard or mail a computer disk with the .
information.
On September 8t", the ranking team will score statutory priorities #1 and #3 for the
bridge applications. All of the other types of projects will have statutory priorities #1 and

#3 scored on September 9t" through the 12t". A tentative schedule will be mailed to ~ou
prior to these scoring meetings. The ranking team will meet between September 15t
and 19t", to score statutory priorities #4 through #7. All of these scoring sessions are
open to public observation, and you and your engineer are invited to attend. However,
absolutely no comments by the public are permitted during the project discussion and
scoring process.
The Department's recommendations will be presented to the Governor in October.
Once the Governor approves the recommendations, the results will be mailed to all
applicants. The Governor's recommendations will be presented to the 200q
Legislature, where the final award decision will be determined. In the past, the
Legislature has held a hearing on each application and applicants have had the
opportunity to provide testimony on their project. We assume that the Legislature will
continue with this practice and we strongly recommend that you plan to attend and
speak on behalf of your project. More information will be sent to you around the first of
the year after a hearings schedule has been determined.
