Meeting called to order @ 19:00 hours by Chairman John Smith
Members present were John Smith, Randy Hand, Shane Linse, & Brock Williams
Minutes approved of last meeting.
Guest resent: Craig g Canfield, Bob Miller(Northern Skies)
Claims approved: No major claims, however John Smith was not able to pick up entire
list from Accountants before meeting.
Comments from Quest:
Bob Miller mentioned that he had had a couple of instances of people within
perimeter that may not have had valid reason to be on site. He requested we review,
1. Security of keeping gate open during business hours
2. Way to restrict access without being a cumbersome process for the
occasional visitor.
3. Review FAA guidelines for airport of our classification.
Reports:
Craig Canfield had some information on UAV(drone) rules and regulation.
1. A licensed operator has no requirement to contact Airport Authority before
using.
2. Recreational operators less restrictive than commercial
a. Recreational "part 107' no requirement
b. Model aircraft classification should contact airport authority
c. We may say"no" but we have no enforcement authority
3. Drone is responsible for see and avoid, and commercial operators
restricted to 400' altitude and line of sight. Also commercial operators
need a registration number, and a UAV license
Crosswind runway progress:
1. Will be out to bid mid May or early June.
2. Project will take w2 years to complete, to allow soils to compact in year
one.
3. Related to access issue, we will not have a complete perimeter fence on
north side of airport due to FAA requirements and budget concerns.
Army National Guard progress:
1. National Guard cannot build on leased ground
2. They have budget restrictions regarding purchase of any new property

3. Fuel flowage fees, on operations at the airport, will go to airport regardless
of where the fuel is purchased. A chinook bums a significant amount of
fuel.
4. A possibility of a multiple location trade for land may be feasible, but at
present no construction or lease/sale is possible. Guard is looking at
options and will advise on progress.
Old Business:
1. Shane is still assembling the complete owners and based aircraft list,
which we can then use to adjust lease rates if we elect to do so.
2. Weed pickup and buming/spraying was discussed in general.
3. John Smith will work on updating the web site to show any changes to
construction requirements, and update check list also.
4. Craig Canfield explained the obstruction dear requirements of the different
areas of the airport, which helped in looking at the parking issue.
a. Design Group I, has up to 49' wingspan and requires an 80'
clearance.
b. Design Group Il, has up to an 80' wingspan and requires a 115'
clearance.
c. Authority will need to send letter to ALL hangar owners, tenants,
etc. regarding the requirements.
