July 18, 2017
A regular meeting of the City Council of the City of Laurel, Montana, was held in the
Council Chambers and called to order by Mayor Mark Mace at 6:30 p.m. on July 18, 2017.

Mayor Mace led the Pledge of Allegiance to the American flag.
Mayor Mace asked the council to observe a moment of silence.
MINUTES:
Motion by Council Member Mountsier to approve the minutes of the regular meeting of July
5, 2017, as presented, seconded by Council Member Eaton. There was no public comment or
council discussion. A vote was taken on the motion. All seven council members present voted aye.
Motion carried 7-0.

COUNCIL DISCLOSURE OF EX PARTE COMMUNICATIONS.
PUBLIC HEARING.
• Intent to create SID No. 118
Mayor Mace stated that this is the time and place set for the public hearing on the City of Laurel's
intent to create SID No. 118.
Mayor Mace opened the public hearing and asked Staff to present the item prior to hearing the
public comments.
Noel Eaton presented the item to the public and the council. Noel stated that the public hearing is
for SID No. 118, which is a mill and fill and overlay on South Washington Avenue between East
Railroad Street and Southeast 4th Street. The SID includes sidewalks and approaches for the
northeast three lots. The District has 35 parcels, with 30 developed lots and 17 different lot owners.
The SID has total incidental costs of$205,715. LURA awarded the same amount for the mill and
fill of this project as it did on Southeast 0' Street, totaling $10,715 for a bond of$195,000. The
street will cost $155,496.21 with a total of 865,502.74 square feet, resulting in $.18/square foot
within the District. The sidewalks and approaches are $39,503.73, totaling $11.48/square foot of
sidewalks and approaches. The SID is not to exceed 20 years with biannual assessments to the
property taxes. No written protests were received within 18 days of the first publication on or before
5:00 p.m. on July 10, 2017.
Mayor Mace opened the floor for public comment and stated that copies of the rules governing the
public hearing have been posted in the council chambers.

CONSENT ITEMS:
• Claims for the month of June 2017 in the amount of$178,228.78.
A complete listing of the claims and their amounts is on file in the Clerk-Treasurer's Office.
• Clerk/Treasurer Financial Statements for the month of June 2017.
• Approval of Payroll Register for PPE 07/02/2017 totaling $213,702.58.
• Receiving the Committee/Board/Commission Reports into the Record.

--Park Board minutes of June 15, 2017 were presented.
--Public Works Committee minutes of June 12, 2017 were presented.
--Council Workshop minutes of July 11, 2017 were presented.
The mayor asked if there was any separation of consent items. There was none.
Motion by Council Member Eaton to approve the consent items as presented, seconded by
Council Member McGee. There was no public comment or council discussion. A vote was taken on
the motion. All seven council members present voted aye. Motion carried 7-0.
CEREMONIAL CALENDAR: None.
REPORTS OF BOARDS AND COMMISSIONS: None.
AUDIENCE PARTICIPATION (THREE-MINUTE LIMIT): None.
SCHEDULED MATTERS:
• Confirmation of Appointments.
• Resolution No. R17-36: Resolution relating to Special Improvement District No. 118;
Creating the District for the purpose of undertaking certain local improvements and
financing the costs thereof and incidental thereto through the issuance of Special
Improvement District Bonds secured by a District Reserve Account and the City's
Special Improvement District Revolving Fund.
Motion by Council Member Nelson to approve Resolution No. R17-36, seconded by Council
Member Poehls. There was no public comment or council discussion. A vote was taken on the
motion. All seven council members present voted aye. Motion carried 7-0.
ITEMS REMOVED FROM THE CONSENT AGENDA: None.
COMMUNITY ANNOUNCEMENTS (ONE-MINUTE LIMIT): None.
COUNCIL DISCUSSION:
Council Member Poehls mentioned that the Emergency Services Committee will meet on Monday,
July 24t", at 5:30 p.m. in the council chambers.
Council Member Nelson requested discussion regarding posting the City Council minutes on the
city's website, as none of the 2017 City Council minutes have been posted.
Council Member Eaton asked for discussion about the working budget and any updates and concerns
that the council might have so the clerk/treasurer is not bombarded with everything at the last
minute.

Mayor Mace stated that Kurt Markegard and Tim Reiter will attend the next council workshop to
speak regarding the new water intake.
UNSCHEDULED MATTERS: None.
ADJOURNMENT:
Motion by Council Member Poehls to adjourn the council meeting, seconded by Council
Member Eaton. There was no public comment or council discussion. A vote was taken on the
motion. All seven council members present voted aye. Motion carried 7-0.
There being no further business to come before the council at this time, the meeting was adjourned at
6:42 p.m.
