Review Minutes from April 10, 2017 meeting
The minutes were approved as written from the April 10, 2017 meeting.
1st Avenue water main replacement update
Kurt informed the committee on the progress of the water main replacement on 1st Avenue. The
contractor completed laying in the new water line and the pavement will start soon. Kurt informed the
committee that the pavement was thicker than anticipated, and the contractor was requesting a change
order to replace the pavement due to the thicker asphalt. Kurt and Heidi had discussed the change order
request, and it was decided to deny the request due to bid specifications. Questions from the committee
were asked about the pavement being thicker. Kurt said that the specifications required the contractor to
investigate the project before they submitted their bids. Specifications indicated to repave 3 inches of
asphalt or to match the existing asphalt, which turned out to be around 5 to 6 inches of pavement.
S.E. 4th Street Widening and S. Washington project
Kurt informed the committee that the project was moving forward and Noel and Bethany are working on
the Special Improvement District formation. Kurt thought that some of the project was already being
presented to the City Council.
Painting curb and gutters, crosswalks, no parking areas
A note had been received by the City Council members from the City Judge that had a complaint from
someone getting a parking ticket during the State Track Meet. Kurt was made aware of this note and
investigated the matter before the meeting. Kurt and Police Chief Rick Musson reviewed the complaint.
The police officer that wrote the ticket had taken a picture of the vehicle ticketed and gave a copy of it to
the Police Chief. Emelie had also received a copy of the picture and showed the committee members a
picture of a pickup parking in a crosswalk. The white crosswalk lines were visible and so was the yellow
paint on the curb and gutter. Kurt stated that the Police Chief talked to the City Judge about her note and
was going to show her a picture of the pickup parked in the crosswalk. The committee was in agreement
that the complaint was not valid.
Kurt also informed the committee that the Maintenance Superintendent, Matt Wheeler, had ordered
yellow paint and was planning on having the city's street crew start painting the curbs where parking is
not supposed to take place. Chuck made the comment that there should be no parking on the corners of
1st Avenue and 1st Street. Kurt informed Chuck that he had discussed this with the Police Chief and
agreed that no parking should take place on the corner, so it will be painted yellow.

Water Plant Sedimentation bidding and plans
The bids for the replacement for the sedimentation basins are due at the end of the month. Kurt briefed
the committee on the plan details.
The meeting was adjourned at 6:30 p.m.
