COUNCIL CHAMBERS MEMBERS PRESENT: OTHERS PRESENT: Chairman- Chuck Rodgers Norman Orr Gay Easton Bud Johnson Donna Kilpatrick Miles Walton Dirk Kroll V. Joe Leckie Andy Loebe Mike Zuhoski D.L. McGillen Jim Flisrand Don Hackmann Bud commented regarding the committee meeting with Dick Black. They went through a packet that Jim had prepared regarding information about the property. They went through the events that occurred and identified three things that they thought were things they could work on. 1) When Mr. Black went to the county he had received some incorrect information with regards to the exact boundary of the area that was annexed in 1979. They were telling him that there was a space in the middle of the street going east that was not in, etc. They were going to work with the county and see if that couldn'.t be worked out. 2) TO find out exactly where the pipe is located. 3) The City has no record of the pipe being laid. The contractor should have notified the state and presented them with plans. This is being checked. Bud said that the purpose of the meeting was not for the committee to make a decision, but to verify that all the facts that Mr. Black is aware of and the facts on our side were both the same. If there are some difference or problems they would be reported to Alexsis. Gay commented that if we radius outside the city, happen. had inspections within the five mile these type of things probably wouldn't Bud complimented the street crews for doing a good job cleaning the snow from the arterial streets. Miles also complimented the street crews. Chuck said he had a few complaints. More discussion regarding snow plowing and removal. Calcium chloride can be used for ice, which Billings uses, but there are some concerns with rust on vehicles. It is not suppose to rust, but there have been a few complaints in Billings. It was reported that calcium chloride generally doesn't cause rust, but it is a sticky substance and it is hard to wash off of your vehicle. Chuck said that Jim has prepared figures on snow removal cost so far- 400 man hours, 700 gallons of fuel, 183 tons of sand, and 258 hours of equipment time. Dirk received complaints about snow removal by the Senior Citizen's Center and drains not draining on South 4th Street. It was reported that a lot of people were blowing snow out into the streets, which is against a city ordinance. Donha had a call from Mrs. Metzger on 7th Avenue regarding a problem with water pooling in front of her house. She wants something done so water will drain away from her property. Jim will check into this. Donna got many complaints about the side streets. People want to know why they clear or plow just the arterial streets. Andy reiterated the comments about the good job the city crew did on snow removal. He went on to explain the policy, procedure, and method of snow plowing and removal. Darrell McGillen said that he too has received complaints on snow removal. He complimented the crew on opening the emergency routes in the city. Darrell feels the main problem is educating the public on why certain streets are plowed, etc. Mike Zuhoski said there have been complaints about people blowing snow into the streets. They talked with people involved and they didn't know that there was an ordinance prohibiting putting snow out in the streets. He agrees with Darrell that the public needs to be educated about the City's snow removal policies. Mike reported that Dan Koch, Jr., has been hired as the new part- time relief dispatcher. Judy Woodman is now on sick leave for 2 weeks. Jim distributed and reviewed the DPW Update of 1-7-97. Jim reported that he has been working with the school district regarding a city-school recycling effort. Pothole patching (weather permitting). Sign replacement as needed. SID 110 final inspections to be completed. Plowing of emergency routes, and sanding as needed. At this time the snow operation has expended the snow budget. The city crew has exceeded 400 hours of snow clearing activity, used approximately 700 gallons of fuel, 183 tons of sand, and 258 hours of equipment time. The snow clearing policy will be reviewed at the next scheduled Street and Alley Committee. PARKS & CEMETERY 1. Equipment and building maintenance as needed. WATER & SEWER Plants continuing with normal treatment and maintenance activities. Water Improvements Project continuing with final design. Working with consultant on proposed water rates. Meter replacement program continuing through winter months. Water breaks have been less than average despite fluxuating temperatures. SOLID WASTE 1. Proceeding with collection and container site operation as required. 2. We have had some vandalism at the container site due to firearms, however, damage can be corrected with limited expense at this time. ADMINISTRATION Construction planning and building activity is typical of this time of the year, with continual commercial activity. Underpass project is still in progress. Completion set for late winter, early spring. Working with COP Construction regarding installation of water lines associated with the bridge project. Water Plant will be shut down for short periods of time throughout project.
