McGillen Jim Flisrand Don Hackmann Dirk mentioned that he attended an open house at the Yellowstone County Detention Facility on Friday, January 17th at 10:00 a.m. There is an information sheet in the Council's correspondence for tonight. Donna reported that Second Avenue is terrible due to ice and snow. You can hardly drive down the street because of big ruts. Gay said that the meeting last night with MMIA and Alexsis was very informative. William Staudinger mentioned that he has had several complaints on ice and snow removal around town.. He suggested that we budget more money for this next year. Darrell McGillen asked about the department heads submitting a capital projects plan for the next 10 years. Chuck said that he will have a memo and worksheets distributed tomorrow. Mike Atkinson said that last spring there was discussion regarding a 4-way stop sign at East 8th and Cottonwood. Jim said that a traffic study needs to be done. Discussion about a left hand turn and staggered light at Main Street and First Avenue. Jim said that the state has not decided yet on what to do about this problem. Discussion regarding angle parking on Main Street by Richards Repair. Nothing has been decided yet. There appears, to be a problem due to the lack of a curb. The state really didn't seem to take a position on this one way or another. Jim presented and reviewed the DPW Update of 1-21-97. He mentioned that he would like a Public Utilities Committee meeting on January 22nd at 5:30 p.m. Joe Leckie said that he has prepared an ordinance for the Council's review to change the city court into a municipal court. Chuck mentioned that the memo and worksheets for a 10 year capital outlay plan will be distributed to department heads. He asked the Council to prepare a worksheet also and give their ideas for improvements. Chuck also mentioned that he received a letter from Richard Larson regarding a job description for a part-time Clerk of Court. Pothole patching (weather permitting). 2. Sign replacement as needed. 3. SID 110 final inspections to be completed. 4. _ Plowing of emergency routes, and sanding as needed. All streets are open and passable. PARKS & CEMETERY 1. Equipment and building maintenance as needed. WATER & SEWER 1. Plants continuing with normal treatment and maintenance activities. 2. Water Improvements Project continuing with final design. Working with consultant on proposed water rates. 3. Meter replacement program continuing through winter months. 4. Water breaks have been less than average despite fluctuating temperatures. SOLID WASTE 1. Proceeding with collection and container site operation as required. ADMINISTRATION 1. Construction planning and building activity is typical of this time of the year, with continual commercial activity. 2. Underpass project is still in progress. Completion set for late winter, early spring. 3. Working with COP Construction regarding installation of water lines associated with the bridge project. Water Plant will be shut down for short periods of time throughout project. 4. Prepared 10 year Capital Outlay budget for all divisions of Public-Works. 0
