Review Minutes from February 1^ 2017 meeting
The minutes of February 131h1 2017 were approved as written.
2"d Avenue water valve replacement and street paving
Kurt explained that the water valve on 2"d Avenue and Mountain View had to be replaced in order to
complete the I ' Avenue water main replacement project. The pavement around this valve sank when the
utility crew was replacing the water valve on 2"d Avenue. The valve needed to be replaced due to the fact
that it would not shut off. During construction on I'Avenue, water valves on adjoining streets needed to
be shut off or a lot more homes would have been on temporary water. The paving has been delayed due
to all the rain we have received but should be completed soon.
The water valve on 11 Avenue and East I Vh Street also had to be replaced for the upcoming project as
that valve would not shut down.
1s'Avenue Water Main replacement bids
The bids for the project will be presented at the City Council workshop on April 11'h. The low bid of
$134,190.00 was received from Cayton Excavation. Kurt explained that there is an added alternative in
the bid documents for the addition of a fire hydrant. The extra fire hydrant installation would cost
$13,260.00 and was presented to the fire department to see if they wanted the added fire hydrant installed.
The current distance between fire hydrants in the area is over 800 feet. Montana DEQ requires a new fire
hydrant every 500 feet or at every intersection. There is no intersection in this project between the fire
hydrants, so Kurt asked Great West Engineering to put it as an alternative in the bid documents in order to
get a price to install a fire hydrant. The new fire hydrant would cut the distance to around 400 feet
between fire hydrants on I' Avenue between Mountain View and 121h Street. The new fire hydrant will
also be placed on the east side of I"Avenue so traffic would not be blocked if there was a fire on the east
side of the street. The current fire hydrants are on the west side of the street. If a fire were to break out
on the east side of the street, the fire department would have to close I' Avenue. Traffic would have to
be diverted onto East 12'h Street and over to Montana Avenue.
Kurt asked the committee to really consider the addition of a new fire hydrant and he hopes the full City
Council will be in support as well.
