CITY COUNCIL COMMITTEE OF THE WHOLE
MAY 6, 1997 6:30 P.M.

Bud Johnson reported that he had a good compliment about the police
officer who was on duty during the Peaks to Prairie race.

Bill said that he received the same complaints as the other council
members regarding the property behind Guenthners and also about all
of the appliances at Fred Winters place and also the property next
to him. He feels that we should push to get all this cleaned up.
Joe said that he thought that a pretty good system had been worked
out regarding these type of complaints. Citations have been given
out to others and they have been taken care of in court.
Chuck thanked Andy and Jim for their efforts in working with the
Corps of Engineers in building the dike by the water plant.

There will be a meeting Thursday night with the Emergency Disaster
Team at City Hall at 7:00 p.m. This is not only for floods, but
for other emergencies that may arise.
Andy reported that work is continuing on the construction of the
pole building at the city shop. Two loads of sand have been
delivered to Riverside Park in preparation for sand bagging.
Jim Flisrand distributed and reviewed the PW Update of 5/6/97 and
also the minutes of the emergency planning meeting of 4/30/97.
Jim Stevens reported that the new overhead door has been installed
at the FAP.

SUBJECT: Public Works- UPDATE
STREET & ALLEY
1. Pothole patching throughout the City, considerable spring
breakup.
2. Sweeping with both sweepers, in an attempt to pick up winter
sand.
3. S Bar S Construction has not been able to continue work on the
Fire Dept/Shop building due to weather and other commitments;
HOWEVER, they are working now and plan to continue until
completed.
PARKS & CEMETERY
1. Pool equipment being prepared for summer use. General park
maintenance has begun anticipating hiring seasonal within a
week.
0 WATER & SEWER
1. Working with COP Construction, regarding the Bridge Project,
Water lines, and traffic movement.
2. Hydrant replacement on E. Main and Washington.
SOLID WASTE
1. Garbage collection typical of this year, heavy due to moisture
and increased volumes.
ADMINISTRATION
1. Building activity increased due to warmer weather.
2. Water plant construction design, water rate study, low
service study, and available funding issues continue under
study.
3. CTEP activity on city sidewalk project and chamber request.
4. Continuing our efforts to establish a computerized code
enforcement program.
5. Working with DES and local entities to establish emergency
response team for possible high water concerns.
6. Working with the Union to prepare a final draft of the
ratified contract. Reproduction of the agreed contract has
been a problem.

I. Mayor - intent of meeting:
a. Possible ditch concerns, flooding, railroad issues.
b. Action Plan.
Public Safety & Health issues major concern.
C. Evacuations - transportation, gymnasium to house
public.
d. Create local plan with small representative team.
1. What areas might be effected.
2. What equipment is needed.
II. General Discussion
a. Mutual aid of all entities is important, we need to
list support for each other and who to contact.
b. Fire Dept. is not capable of swift water rescue, we
must rely on Search & Rescue.
C. All clubs at Riverside Park have been notified.
d. Flisrand discussed Riverside issues, we need to
meet next Monday at Riverside Park.
e. Andy Loebe indicated what Tom Kelly and Jim Darling
indicated they didn't want dike elevations
increased.
f. Larry McCann is concerned about possible
contamination up stream of Water Plant area due to
Cenex hazardous pits.
g. Tom Benson (MRL) does not see many issues for the
railroad other than ditches

h. Roy Zahm is concerned more with spring rains, which
will cause flooding from rain fall.
i. Roy Zahm indicated it will take 12 to 14 hours to
shut the ditches down. Roy can submit a list of
all of the ditch riders.
j. Roger Heimbigner with the school district said that
housing and transportation is no problem.
k. Larry McCann - discussion on operational guidelines
inaccordance with the county plan. To obtain later
federal assistance it is important to follow
already adopted county emergency plan.
1. Rick - we need books or a list of resources from

M. Mayor suggested we make copies of local resources
for each entity and bring list to the next meeting
which will be Thursday, May 8th at 7:00 p.m.
