COUNCIL CHAMBERS MEMBERS PRESENT: OTHERS PRESENT: Chairman- absent Gary Temple Dirk Kroll Miles Walton Bud Johnson V. Joe Leckie Andy Loebe Jim Stevens Norman Orr Gay Easton Donna Kilpatrick William Staudinger Don Hackmann Rick Musson Mike Zuhoski Miles wanted to know who was going to take care of the grass by the new pump station along side of the underpass. This is railroad property but the City has taken care of it in the past. Andy said that he will get it mowed. William Staudinger reported that over the past few weeks he has taken pictures of different parts of town and there are a lot of high weeds. Over on Washington Avenue there are 5 or 6 vehicles parked on one lot along with an old school bus. It looks like a junk yard. He would like to see the public help get those weeds cut. Donna said that in the past we have put an ad in the paper saying that the property owner is responsible for cutting weeds. Discussion regarding a fence at Community Hope. The deadline was June 1st and Dirk asked Charlie Fischer to come and give a report to the council. Putting a fence in the back will be a problem in the winter with snow. The volunteers also use this area for parking. Charlie felt the fence would be more of a hindrance than good and they don't intend to build a fence. Dirk was more concerned about the side where furniture and cardboard boxes lay. After further discussion it was suggested that Charlie and Jim Flisrand get together and review the check off list and prepare an amended agreement. Dirk reported that the street has settled on the 100 block of Forrest Avenue where there was a recent water break and the street needs to be patched. There is debris in a yard on Alder Avenue. Rick mentioned that the items in the yard are neatly stacked, but cluttered. Some neighbors have a problem with his dog, but the police department is working on this problem. Discussion regarding residence. There is wheels there. the property behind William Staudinger's still some high weeds, furniture and car Andy reported that the pole building is up at the shop. The final inspection has not been done yet. There is no electricity, but this will be budgeted for in next year's budget. The river is up at Riverside Park and the dike is holding OK for now. There is still some water seeping into the park. Jim Stevens reported that the Laurel Volunteer Fire Department will incorporate a laser light show along with the fireworks this year on July 4th. Rick distributed and reviewed the police activity report for May 20 through June 2, 1997. He reported that they are still two people short and are in the process of hiring. Joe reported that in correspondence tonight there is a letter that he wrote to Duane Winslow, Election Administrator, regarding a petition for "Harmful to Minors Ordinance" initiative. Joe also received a request from Duane Winslow to prepare a statement of purpose and implication on another petition. This petition is to adopt a resolution by a vote of the people that would limit the construction on the water project to what is "only mandated by the state." If this resolution passes it would only limit a portion of the project, but would have no bearing on the rate increase. The council has requested as to how to request permission Ko leave the state without making that necessarily in public. Joe talked to several other city attorneys and the Attorney General. They indicated that the City could have a process whereby an alderman could make a written application that would be circulated to the council members. Approval would be obtained on that written document. It would be public information for anyone who requested it and would be on file in the Clerk's office. This would be required if an elected official is out of the city/state for a continuous 10 days. Joe will draft the form.
