A Council Workshop was held in the Council Chambers and called to order by Mayor Mark Mace at
6:30 p.m. on May 9, 2017.

General items
• Appointment: Tree Board
The appointment of Walter Widdis to the Tree Board to fill a term ending June 30, 2018 will be on
the May 16th council agenda.
Executive Review
• Resolution- Small Service Contract with CIP Construction Technologies, Inc.
Heidi explained that the resolution for a small service contract with CIP Construction Technologies
has to do with manhole replacement technology. She asked the Public Works Director to explain the
information.
Kurt Markegard stated that he asked the water utilities crew to note the deficiencies in the system
when they did the annual cleaning last year. The crew cleaned the sewer lines and then prepared
some sewer cleaning reports. Staff has tried to figure out how to fix the issues without replacing the
manholes, which each cost between $15,000 and $20,000 to replace. Matt Wheeler and Guy Rolison
met people from CIP Construction Technologies at the Montana Rural Water Conference in Great
Falls in February. Kurt explained that the contractor can rebuild the manholes with a fiberglass liner
and epoxy by putting a new bottom and a new tray in where the sewer comes through the manhole.
Since the contractor will be doing work in Billings and Joliet, he will waive some mobilization fees if
the city has some work done.
Kurt spoke about the list of nine deficient manholes, which is a summary of last year's written sewer
report in the City of Laurel. A copy of the summary is attached to the original council workshop
minutes. Kurt explained the pictures. On the second page in the upper left hand corner is a picture of
a brick manhole in Helena. Brick manholes get a lot of water infiltration when the groundwater is
high. Water flows there and then goes to the sewer plant to be treated. The upper right hand corner

picture shows a fiberglass liner rolled out on the street with a two-part epoxy applied to it. The
bottom left picture is the PVC liner that is clipped inside the fiberglass, which is technically a balloon.
The bottom right hand corner picture is the vessel that is put inside to blow it up. The fiberglass PVC
rubber liner is inserted down into the manhole with the crane. The upper right hand picture shows the
crane ready to drop it into the manhole. When they blow up the PVC liner, it takes the same shape
and puts the fiberglass and the resin next to the bricks. Steam activates the two-part epoxy and it sets
up within two hours and becomes hard as a rock. This process has been done for 20 years and has a
50-year lifespan. CIP Construction Technologies did manhole rehabilitation in Thermopolis,
Wyoming, twelve years ago. Thermopolis has hot water entering some of the sewers and they have
not had a problem with them
Kurt stated that the city is trying to deal with the issues without replacing the manholes at $20,000
each, which would be $160,000. He asked the council to consider approving the contract with CIP
Construction Technologies.
There was discussion regarding the nine manholes on the list. One of the manholes will be replaced
by a private development because the sewer line is bad, which leaves eight manholes for this contract.
Kurt explained that the nine manholes were identified after a third of the lines were cleaned. When
the remaining lines are cleaned, more manholes will be identified.
Heidi stated that funds were budgeted for the maintenance repair of sewer lines, so a budget
amendment will not be needed. The contract is for$63,893.00.
There was further discussion regarding the rehabilitation process and the method CIP Construction
Technologies uses to replace the manhole lids. The contractor has a machine that cuts the circle
around the manhole. They insert a poly lid on it, adjust it with bolts and nuts, and then lock it in place
when it is exactly level. Then they pour black concrete in a circle so it is black like the street. Kurt
would like to replace some of the bad manhole lids on First Avenue with this process.
• Resolution- Authorize purchase of breathing air compressor for the Laurel Fire Department
Heidi explained the resolution to authorize the purchase of a breathing air compressor for the Laurel
Fire Department. The fire department uses a large air compressor unit to refill the bottles for the
SCBA's. According to the fire chief the air compressor is no longer functional and a new one is
needed at a cost of$45,325. Since this was not a budgeted item and the fire department is still paying
on the SCBA's and cannot take out a loan at this time, Chief Peters, the clerk/treasurer and Heidi
determined that the air compressor could be purchased out of donations and the Fire CIP, which
receives 15 percent of the Fire District contracts. The General Fund will not pay for this purchase.
• Council Issues:
o Update on 2011 Yellowstone River flooding event
Heidi stated that the new intake is online and everything in the control building is online and working.
A valve is reducing the flow so the water treatment plant is not overwhelmed. The contractor is
finishing up minor things and doing restoration, and substantial completion should be reached within
the next week. As soon as the project reaches substantial completion and the city has a conversation
with FEMA, the item will be removed from the workshop agendas, since FEMA originally asked the
city to have the ongoing agenda item.

Other items
• Resolution - Task Order No. 39 with Great West Engineering
Heidi explained the resolution for Task Order No. 39 with Great West Engineering to prepare and
update the 2011 Water and Sewer Rate Study and to make necessary recommendations for the City's
existing water rate structure. The previous study was done in 2010, and the rate increases were
implemented in 2011 and expired in 2015. There has not been a rate increase or an adjustment for
two years, so it is time to revisit the rate study and structure. Heidi commented that the city's reserves
have been depleted because of the amount expended on the intake project. With no infrastructure bill
passed by the Legislature, the city cannot continue to float the expenses any longer.
Doug stated that he is not opposed to the study of water and sewer rates, but he will be opposed unless
there is a good reason to increase the water and sewer rates because the State still owes $3 million to
the City of Laurel.
Heidi stated that cities should not just stop raising rates and should not just stop accruing reserves,
which has happened for the last two years.
Doug understands that, but he thinks the city still has an issue with the State government that has not
been resolved. He spoke further regarding the Governor's Office, the failure of the Legislature to
pass an infrastructure bill, and the need to pursue the money that the State owes the city.
