Jim Flisrand gave a presentation regarding the Federal
Aid Urban System. Resolution No. 2320 amended the
priorities on December 1, 1987. He gave an overview of the
list established at that time. Discussion regarding 8th
Avenue including sidewalks on the west side. After further
discussion about other streets around the city it was
suggested that Jim prepare a priority list to be reviewed
by the Street and Alley Committee for a recommendation to
the city council. The State Highway Department requires
approval from both the city and county before proceeding
with a project. Once this is done then the state will be
asked to start the design phase. Projected starting date
for construction could be the summer of 1998. Jim mentioned
that the money has to be spent on arterials or collectors
and not on any secondary roads.
Bud asked when the Martin property is supposed to be
cleaned up, Joe said "July 31st",
Gay reported that the caretaker at Riverside Park was
responsible for some of the sandbagging during the recent
flooding. If it wasn't for his efforts we would have lost
Riverside Park. Gay suggested that a letter be sent to him.
The mayor said that Carl did an excellent job.
Bill Staudinger reported weeds in areas around town
that should be cut. Jim explained the weed letter procedure
that the city uses.
It was reported that a residence north of the school
looks like a junk yard.
Andy mentioned that 10 trees were trimmed and two..were
removed in Thomson Park, Right-of-ways are being mowed,
Street sweeping and patching is being done where the flood
waters ran down on 12th and 13th street and 7th and 8th
Avenues,
Jim Stevens said that the fire department is out this
week seeking donations for the fireworks.
Jim Flisrand reported that the lift station in Village
Subdivision has been renovated. There is a major problem
with the digester at the sewer plant. The swimming pool
opened June ?th. The fire department and public works pole
building is up.
Joe mentioned that there is a letter in correspondence
to Duane Winslow regarding a petition on the water project.
He reviewed the letter with the city council.
Cal mentioned that he would like to see the council
act on two items that are in the Planning Board minutes
tonight.
One is on the special review for Randy Swenson for his
personal care facility. The land was annexed by the city
last month. The other item is Cherry Hill Subdivision, 2nd
filing, amended. There was a public hearing last night and
the Planning Board recommends passing this, subject to
conditions. Cal would like the council to establish a
policy on how these things should be scheduled to come
before the council. He would like to see that these two
items not be delayed~ because they are critical projects°
Chuck commented that there are about 50 more trees in
the parks that need trimming. Also he has received some
correspondence from the Veterans of Foreign Wars regarding
the need for some cemetery land. They would like to con-
struct a cemetery in Eastern Montana. Cal mentioned that he
is working with the county on this also.
Meeting adjourned at 6:46 p.m.
Respectfully submitted~
Don Hackmann, City Clerk
