COUNCIL CHAMBERS MEMBERS PRESENT: OTHERS PRESENT: Chairman- Chuck Rodgers Gary Temple Norman Orr Dirk Kroll Gay Easton Miles Walton Donna Kilpatrick Bud Johnson William Staudinger V. Joe Leckie Jim Stevens Alan Hovious Jim Flisrand Don Hackmann The City Treasurer was asked to be present tonight, but she did not appear. Bill Staudinger reported that on the corner of 1st Avenue and 4th Street there is a car parked on the boulevard with weeds growing around it. Also there are trees on the corner of Washington and East Maryland that are blocking the view of the stop sign. He also reported that the north light at the four-way stop at 1st Avenue and 6th Street is burned out. Discussion regarding the Martin property. Mr. Martin has done some work, but the mess still is not completely cleaned up. Joe said that we can ask for the forfeiture of the $2,500 bond he has posted. Discussion regarding dogs, cats, and weeds. Dirk reported on a proposed Health Department interlocal agreement between Yellowstone County, City of Billings and the City of Laurel. It was reported that Mr. Fowler, the new police officer, is doing an excellent job. Gay thanked the fire department for their service while he was gone. He was glad that it turned out to be a false alarm. Gay feels that the public needs to be more informed regarding weeds, cars, etc. Miles thinks that city employees, while they are out and about, could report weeds. Discussion regarding the City Treasurer. Joe reported that Vicki had called his office and left a message that she would not be here tonight. The doctor had given her a new medication and she was not feeling well. She wants the Council to submit to her in writing what they want. Further discussion regarding getting a medical report, hours of work, holding her paycheck, etc., will be discussed further at the council meeting tonight. Alan Hovious mentioned that there are four reserves up for appointment tonight. Ne gave a report on the July police activity. Discussion regarding using the old council chambers as a temporary crime prevention office. Alan has submitted a letter to the council requesting permission to increase the police reserves by 10 officers. Jim Stevens gave a fire department July activity report. They are in the process of adding one more fireman, which will bring them up to a 35 man department. Jim Flisrand gave a public works update. Joe reported on the petition drive regarding the Treasurer's office. The deadline was July 19th, but no petitions were received. Another petition drive, on a state wide basis, is decency for minors. The last day for this is August 26th. Joe reported on pending legal action. Currently the only one is in district court regarding the manufactured home builders. Joe reported that he is in the process of filing a brief this week to dismiss the case on procedural grounds. Chuck gave an update on the pier at the river. Divers have cleaned it out and it was very costly. They would like to give the council an update on what needs to be done in the future. Chuck reported on the 4th Ward meeting. Cal Cumin gave an update on the CTEP projects and commitment dollar~. The meeting was adjourned at 6:53 p.m. Respectfully submitted, Don Hackmann City Clerk
