COUNCIL CHAMBERS MEMBERS PRESENT: OTHERS PRESENT: Chairman, Chuck Rodgers Gary Temple Dirk Kroll Donna Kilpatrick William Staudin~er V. Joe Leckie Andy Loebe Terry Ruff Norman Orr Gay Easton Bud Johnson Jim Flisrand Cathy Gabrian Alan Hovious Alan stated that due to a computer problem, he has no official count on the number of calls. A Neighborhood Watch meeting will be held on Wednesday, August 20th at St. Anthony's Parish Hall at 7:00 p.m. Alan strongly encourages as many people as possible from city government to attend this meeting to show their support for the program. Brochures and flyers have been passed out in the neighborhoods so he is hoping for a good turnout. In regard to a Community Crime Prevention office, Alan stated they will use the small glass enclosed office next to the attorney's office. Norman inquired whether a letter was written to the city Joe Leckie stated that he contacted her and did not know whether she would show. If she does not show, Joe said the only thing we can assume is that she has vacated her office. He is still trying to get a clear understanding regarding what this means as an elected official. Joe would recommend, under council direction, that another letter be sent to her stating that we consider the office vacant unless she provides us with information otherwise. Gay stated that the Ward III meeting has been set for Wednesday, September 10th at the Laurel High School library from 7:00 to 9:00 p,m. Donna said a Ward II meeting will be held &n Tuesday, August 26th at the West School. Gay stated that with school starting shortly, he would like a progress report on the repair of the sidewalks on the Martin property. Due to the condition of this property, the school children were forced to walk in the street last year. Joe Leckie stated he has a hearing set for September 2nd in regards to the Martin property. Bill Staudinger stated weeds appear to be a problem on the south side of Western Drug. This property belongs to Rudy Groshelle and it is in the city limits. Another area is behind the old Ford garage. An abandoned car is back on the boulevard on the corner of 4th Street and 1st Avenue. Alan stated that the car apparently broke down and it should be moved Wednesday morning. An old trailer is sitting on West Maryland and 1st Avenue and it has no license tags on it. Andy received a letter from the HRDC thanking the city for participating in their program. They provided~a person who has helped out in our parks for the summer. HRDC provides the salary and the person acquires job skills through the program. Another program that the city is using is Core Link. They have been working at the cemetery, digging out between the headstones and filling in with cement. This will facilitate the mowing and upkeep of the cemetery. Jim passed out and reviewed the Public Works Update. Chuck requested a meeting with the Personnel Committee immediately after the council meeting. Chuck said he needs to meet with Jim and set a meeting with the Street and Alley Committee regarding the Mahan issue. Sweeping Tuesdays & Fridays in Sweeping District and preparation for chip seal program. Chip sealed 14 blocks of the anticipated chip seal program. PARKS & CEMETERY Seasonal employees have worked well this season throughout the parks and other divisions. Most seasonal will be leaving for school this week. Continuing concrete pad construction between existing monuments at the Cemetery to improve maintenance. WATER & SEWER Working with COP Construction, regarding the Bridge Project. Preliminary intake pier study completed and is being reviewed. Approximately 80 ft. of waterline was replaced on 2nd Avenue, 100 block, due to maintenance reasons. SOLID WASTE Garbage coliection heavy. Garbage truck maintenance is high, new truck not due in until October. Approximately 50% of equipment repair moneys for this budget year was expended during the month of July. When we try to maintain equipment past their useful age, the maintenance costs become excessive. ADMINISTRATION Building activity steady. CTEP city sidewalk project has been awarded and contractor has begun work.. Working with FEMA to rebuild Riverside Park dike. Working with D.A. Davidson and Double Tree concerning collection of data for bond sale of reservoir construction.
