CITY COUNCIL COMMITTEE OF THE WHOLE
October 7, 1997 6:00 p.m.

Bill Armold from the Billings City-County Planning
Department gave a presentation. He distributed copies of an
Interlocal Agreement with Billings, Broadview and
Yellowstone County. He gave an overview and function of the
City-County Planning Board. It was mentioned that the
Billings and Laurel City-County Planning Boards should have
some joint discussions.
Gary mentioned that there were complaints about a repair
truck parked on the sidewalk at Jan's IGA.
Gary also mention that he has heard good comments about our
police force.
Dirk reported that there were about thirty people at the
Ward I meeting. A very good discussion and good ideas came
out of this meeting. There was a Neighborhood Watch meeting
on the 18th and forty-five people attended that one.
Donna commended the police officer assigned to her ward for
~etting a couple of things done right away.
Bill reported that the speed limit has been changed to 25
mph on East 8th.
A few places around town still have tall weeds which need to
be removed.
Jim distributed and reviewed a DPW Update.
Don mentioned that City Hall will be closed on Monday,
October 13th in observance of Columbus Day.
Jim Stevens ~eported that there were two firemen who retired
recently, Earl Linger and Norman Orr.
Tomorrow night is open house at the fire hall at 6:30 in
observance of fire prevention week.
Alan reported that they had a good turnout for the Crime
Prevention weekend activities. Neighborhood Watch Program is
going real well. They are going to try to help with the
transient problem which is outside the city limits. They
have been dealing with the juvenile loitering problem. Most
of the adults have complimented the police, but the kids
think they are being harassed.
Me reported on a parking problem in Ward IV, kids smoking in
the parking lot at the park, stolen property and a new 9-1-1
recorder. Alan gave a police activity report for the past
month. Me also reported that the police reserves have been
very active in helping the police department.
Cal Cumin said that the City of Laurel has a City-County
Planning Board and he was wondering, if anybody had the
courtesy to invite any of them tonight. He was not invited
and Cal thought our Planning Board should have been invited
to hear Bill Armold talk.
We can do more planning in Laurel, but the problem is money.
One thing that Laurel needs is some downtown central
business district planning, which takes money.
Cal does not see why we need more integration with the
Billings City-County Planning Board, especially in the area
of 72nd Street West. There does not seem to be a problem in
this area. Cal was disappointed that there were not any
Laurel Planning Board members here tonight.
