COUNCIL CHAMBERS Mayor Ken Olson Sam Painter Rick Musson Gay Easton Bill Sheridan Nancy Schmidt Jan Faught Scott Wilm James Caniglia Kurt Markegard Council Workshoo Agenda - March 25~ 2008 Laurel Volunteer Ambulance Service: · Appointment of Assistant Ambulance Director Jan will attend the council workshop tonight to present the appointment. Jan will also present information regarding ambulance pay and the ambulance bylaws. Resolutions will be prepared for these two items by Friday. Yellowstone County Historic Preservation Board: · Presentation by Lora Mattox Yellowstone County Public Works/Big Sky EDA: · Public meeting on April I st for TSEP funds to repair the Davis Creek Bridge south of Laurel Public Works Department: * Resolution- TSEP Water Grant application Bill stated that the grant application is for impmvements to the Water Treatment Plant. · Resolution - Amended Task Order No. 1 with Great West Engineering Bill stated that representatives fxom Great West Engineering will attend tonight's council workshop. The amendment to Task Order No. 1 is needed to clarify and improve the GIS mapping. · Resolution - Street cleaning contract with the Montana Department of Transportation Two resolutions and agreements will be presented at to~i~ght's council workshop. · Update on the swimming pool Bill explained the Public Works Department's recommendation for the city to operate the swimming pool this year instead of contracting with the YMCA. Job descriptions for the pool manager and pool personnel need to be prepared and presented to the council for approval. The $40,000 budgeted for professional services for the YMCA needs to be transferred to pay for wages. The seasonal pool positions will be advertised as "open until filled". P iannin~g__v_epD ar t ment: · Discussion of annexation of Riverside Park James did some research at the Clerk and Recorder's Office last week. He stated that the city may need to hire a title company and/or a surveyor prior to the annexation process. According to LMC, shooting Depa~mmt ~ Moefing Minutes of Mar~ 25, 2008 is allowed within the city limits if it is supervised. Police protection is the only extra service required that is not provided at this time. Mayor Olson stated that the department heads should be prepared to answer questions from the council at tonight's council workshop. Executive review: · Centennial Committee discussion Mayor Olson stated that there might be opportunity for more city involvement in the centennial celebration. He explained the idea of closing offa street, hiring a band, and having elected officials and department heads serve burgers and brats on August 8th. The theme for the 4th of July parade is "The First 100 Years." · Council Issues o Discussion - Historic Preservation Board (Emelie Eaton) Department ReDorts: Ambulance Service Jan stated that Jay Martin will attend the council meeting on April 1a. Mayor Olson will thank Jay for his service on the Laurel Volunteer Ambulance Service under the Ceremonial Calendar. Jan stated that Kelly Reinemer has been accepted into medical school in Denver, and Christiane Benzing has been accepted into flight school with the U.S. Navy. · Update on remodel Jan stated that the remodel should be completed soon. City Council President There was no discussion. Clerk/Treasurer · Online training webinar survey There was discussion regarding the online training, which provides certification for completed classes. Mayor Oison stated that there would be further discussion when Mary returns from vacation. Fire De~atlment · Update on interface pumper Scott had nothing to report, Lforary · Update on roof repair Nancy stated that John Craig, MMIA, told her to file a claim for the missing shingles. Mr. Christenson told Nancy that that the shingles on the roof are in bad shape. Bill will contact the engineers regarding the status oftbe l~rary parking lot project. Police Deoa~huent 2 D~par~nmt Head Moeting Minutes of Mar~ 25, 2008 · Bus parking zones Rick, Start Langve, and Herb Townsend will meet soon to determine the exact locations for the bus parking zones. Rick received the conditio..nal agreement with Harley-Davidson for the three police motorcycles. This item will be on the April 8TM council workshop agenda, Mayor Olson asked regarding the status of the SRO agreements. Rick will check on this and report at next week's department head meeting. City Planner · Update on alley vacations (March 2008) James stated that the city cannot sell alleys and streets that are vacated. There was discussion regarding the alley issue and the city-owned lots by Russell Park. James and Bill will discuss this and bring a recommendation forward. · Annexation of Riverside Park Sam asked if there was a plan to provide sewer services at Riverside Park. James stated that the verbiage should indicate that sewer services would be provided when it becomes available at the park. Mayor Olson emphasized that the annexation process of Riverside Park needs to be done correctly and not in a hurry. James stated that the annexation issue could be on the Planning Board agenda in May or June. There was discussion regarding the shooting range and the city's liability. The current lease agreement allows outdoor shooting until May 2010, but there is no end date certain in the agreement. The city can t,titdnate it at any time. Public Works Department * Update on swimming pool Bill stated that the opportunity for the city to manage the swimming pool would save money and improve services to the community. City Attorney Sam mentioned the need for a City-County Planning Board Interlocal Agreement. letter to the City of Billings and Yellowstone County for the mayor's signature. He will prepare a Mayor Olson · Retention ponds at The Crossings Mayor Olson stated that Mr. Robinson should be informed that the city has a certified pesticide applicator for mosquito control. Kurt stated that installation of an irrigation meter for sprinkling is being installed at The Crossings and the water will be purchased fix>m the city. The Crossings will maintain the property along Maryland Lane. Kurt stated some reservations regarding allowing people to maintain the public right-of-way and suggested that an agreement is needed. * Cable fi'anchise There was no discussion at this meeting. Jan requested that Mayor Oison explain the directive on filling out time cards. This item will be on the April 1 ~t department head agenda. 3 Depar~ent Head Meeting Minutes of March 25, 2008 Rick asked if Sergeant Zuhoski could attend tonight's council workshop in his place. Mayor Olson stated that he would allow that if Sergeant Zuhoski could answer questions regarding the annexation of Riverside Park. James asked Rick to provide crime statistics for Riverside Park.
