Joe Leckie Don Hackmann Alan Hovious Jason Rittal Larry McCann Jim Stevens Cal Cumin Jason Rittal, Double-Tree, Inc., gave an update on the water project. Bid opening for the second phase will be February 10th. The Montana Department of Transportation has decided to overlay First Avenue this summer. They have requested that the city be done with that portion of the water line by the time they start the overlay project. Jason mentioned that he had an addendum to the Double-Tree contract for Joe Leckie to review. Bud mentioned that there will be a Water Task Force meeting on Wednesday, February 11, 1998 at 7:00 p.m. in the council chambers, de also suggested that the Street and Alley committee should review and recommend a policy regarding the recycling program with the school district. As soon as the committee list becomes available, the attendance of the department heads should be addressed. Gary reported that the council workshop held on January 24th was very beneficial. He suggested that when the council minutes come up for approval tonight that we remove the vote tally on motions and only record the vote tally on roll call votes. Dirk reported that February 18th is not a good date for a combined meeting with the county commissioners. Chuck said that the meeting is scheduled for February 2$th. Dirk questioned if there was going to be a Ward 3 meeting this month. As of this date, a meeting time has not been set. Ken Olson mentioned that being a freshman councilman the meeting with Ken Weaver, MSU Local Government Center, on January 24th was very helpful to him. Gay 9xpressed his concern regarding the lack of water at the intake pier. Bill reported that people are not cleaning their sidewalks off like they should be doing after a snowfall. The sidewalk on the north and east side of the football field is icy. Larry reported on several public works activities. Don reminded everyone that the 1998-99 budget worksheets are due two weeks from today - February 17th. Joe reported that the city has received a decision from an arbitration hearing held in December regarding four employees. It is essentially in favor of the city. Discussion regarding who pays the arbitration costs and Joe will get some clarification on it. Jim mentioned that engine 3 has been sent to Becket Fire Equipment Co. in Casper for repairs, which should take about 60 days. Alan gave a police activity report for January. They are in the process of hiring a new police officer to replace Matt Hoppel and also another part-time dispatcher. He is working on getting a dog kennel and police impound yard built. The school board has agreed to let the police department use their canine dog to go into the schools. A police Car that was given to public works a couple years ago is not being used so it has been transferred to the police reserve. The current reserve car isn't working very well. He mentioned that the new judge has done a really good job. When Larry Herman was here he was going to Billings and was seeing a lot of our prisoners in the Yellowstone County Detention Facility. Jean has not started doing that yet so it has caused an impact by having to go pick up the prisoners and take them back again. Alan also reported that the police reserves had over 300 hours in January. Chuck commented that he is working on getting someone from Tradeport Authority to come and give a report at the pre-council meeting, also someone from the Yellowstone Historical Board and RC & D.
