Meeting called to order at 1900 by Chairman John Smith.
Members present were Don Schlegelmilch, Roy Zahm, and Bill Brennan.
Guest present was Doug Poehls.
Minutes of the previous meeting were approved as read.
Bills were presented and approved.
Received a report from Kadrmas, lee,and Jackson. Master plan has been submitted to
F.,A~% for approval. In 2008 we will wodc on environmental assessment.
We received approximately $4,300 from our sale of surplus equipment.
We added to the Airport Rules and Regulations~Business Support buildings will be
permitted in the Business Support ~ which will be determined by the
Authority. Motion by Don, second by Brennan. Passed.
Discussed outside storage and fencing requirements for this area. Should be concealed from
public view.Tabled at this time.
Poehls presented the required engineers reports on the Leduc, Powers,and Kirby hangars
for our study and approval. We received nothing from the Crilly(Whalen) or Felt hangars
so they will be turned over to our attorney.
Discussed moving a power and light pole in 'oldWarea. Approved
Work is in progress on updating our website.

Re: Conditions for Renewal of Leases
In May~00.7.., a notice was sent to the owners of hangars in the southwest hangar area outlining
ce~in,'~.onditions to be met ass prerequisite to the ground leases being renewed. As of this date, the
owners~f the structures have not adequately responded to the May 2007 notice. The Laurel Airport
Authority does acknowledge the "Laurel Historic Airport Proposal" that was presented at the June
26, 2007 Laurel Airport Authority meeting. Because of the need to redevelop the southwest hangar
area, the Laurel Airport Authority cannot support the either of the alternatives outlined in the
proposal.
At the August 28, 2007 meeting of the Laurel Airport Authority, several hangar owners and
representatives of the hangar owners requested the deadline for presenting a plan acceptable to the
Laurel Airport Authority for be extended. Pursuant to that request the Authority passed a motion
extending the period. Summarized below are the conditions and fimeframas for renewal of the
leases:
i. Your hangar is to be inspected by a licensed engineer qualified for the purpose of evaluating
the hangar's condition. Following this inspection, a written summary of necessary
improvements which will bring your structure into compliance with current building codes is
Q_./~,b~2 prepared by the engineer and submitted to the Laurel Airport Authority prior to January
008.
2. You shall obtain all nece/s~at~_ building and electrical permits and have the improvements
complete'd by Decemb~y2008.
3. Provide liability insurance in an amount not less than $500,000, with the Airport Authority
being named as an additional insured.
4. A figure showing the existing hangars is attached to this letter. New siding shall be installed
as summarized below:

Hangar 1 This hangar is being demolished by the owner of the hangar.
Hangar 2-5
New siding shall be installed. The siding shall be a raised-rib metal siding
and either earth-tone or white in color. All hangars shall be of the same
color.

New siding shall be installed on the east and west sides of this hangar. This
siding shall be raised-db metal siding and shall be of the same color as the
siding to be installed on Hangars 2-5.
The north half of this hangar is being demolished. For the remaining hangar,
new siding shall be installed on the east and north facing sides of this hangar.
The siding material shall be of the same type as already installed on the
hangar. The siding color shall match color as the existing structure.
If electricity is required for your hangar, each hangar will be metered individually. All
services shall be underground.
Upon written notice by the Building Inspector that all improvements have been satisfactorily
completed for a hangar, the Laurel Airport Authority will enter into a lease with the owner of
the hangar for a period not to exceed ten (10) years. The lease shall terminate at the end of
ten (10) years or by June 30, 2019, whichever is earlier.
At the end of the term of the lease, the lease will not be renewed.
Prior to termination of the lease, the hangar (including foundations and floors) shall be
removed fxom the Airport by the owner oftbe hangar. The cost of removal shall be the
responsibility of the hangar owner. In the event the hangar is not removed the Airport
Authority shall assume complete control and .ownership over the structure.
Should the Laurel Airport Authority need to terminate your lease prior to June 30, 2019, the
Laurel Airport Authority will purchase your hangar for an amount determined as follows:

The value of your hangar as of the renewal date of yOUr lease will be equal to the
assessed value as determined by Yellowstone County for property tax purposes as of
January 28, 20011, plus the cost of improvements and repairs necessary to bring the
hangar in to compliance with current building codes, plus the cost of installing new
siding as required in Item 4.

The hangar value will be depreciated based on a straight-line basis with the
depreciation term beginning on the date of the lease renewal and ending in 10-years
or June 30, 2019 whichever is earlier.
10. As of this date, the 90-day temporary elee;rical service has expired and the Yellowstone
Valley REA will be diseomaecting the electrical service soon. Until you have entered into a
new lease with the Laurel Airport Authority, the electrical service will not be restored.
11 ~Prior to January 28, 2008 it is understood that you are on a month-to-month tenancy. All
'-'past due rent and Utility charges shall be paid in full within thirty (30) days of the date of this

IfY°u fail to comply with the foregoing requirements within the fimeframes specified, the Laurel
Airport Authority will deem your month-to-month tenancy terminated and will proceed to
provide notice of the defaults and deficiencies. Notice will give you thirty (30) days to correct
the defaults and deficiencies. If not corrected within the time allowed the Airport Authority shall
ha3e your hangar dismantled.
