Council Workshop Anendn - February 26, 2008 Aooointment of City of Laurel Volunteer Ambulance Crew Member: Eric Rb~ Erie Rhea cannot attend tonight's council workshop, but Jan will present the appointment. Clerk/Treasurer: · Resolution- Schedule of Fees and Charges Mary stated tint the public hearing was held on February 19'. There has previously been discussion regarding the fees for the 4* of July vendors and the fees for copying video tapes and DVD's. Mary stated that the Budget/Finance Committee discussed the 4m of July fees last week and det~mfined that the fees were appropriate. The fees for other special events, which were added to the current revised schedule of fees and charges, were suggested by someone involved with the Centennial Committee. Planning: · Resolution- Annexation Policy Janes will present the item at tonight's council workshop. Executive review: · Arbor Day Proclamation - April 25, 2008 Mary stated that the Arbor Day Proclanation is done annually as part of the Arbor Day Grant through the DNRC. The City of Laurel is a Tree City and spends $2.00 per capita on planting trees each year. · Appointment: o Bright 'n Beautiful: Chuck Dickerson The appointment will be on the March 4th council agenda. · Council Issues: o Update on City's website (Emelie Eaton) Mary stated that further review of suggested changes nexxls to be done before they are submitted to Jim Huertas. o Drains at intersections in the City of Laurel (Emelie Eaton) Bill explained that the drains at some intersections will be replaced this spring. information at tonight's council workshop. D~parm~eat Head Meeting Minutes of February 26, 2008 o Former Western Security Bank and Only $1.00 buildings (Emelie Eaton) Rick stated that both buildings are for sale, and the council previously chose not to purchase them. o Annexation of Riverside Park (Doug Poehls) The item will be discussed at tonight's council workshop. Review ofdraR council a~,enda for March 4, 2008 · Public Hearing: o Ordinance No. O08-03: An ordinance emending the zoning map of the City of Laurel, Montana, extending the boundaries of the Central Business District. (First reading - 02/19/2008) * Scheduled Matters: o Ordinance No. 008-02: Ordinance adopting annexation regulations for the City of Laurel for incorporation in Chapter 16 of the Laurel Municipal Code. Second reading. The items will be on the March 4* council agenda. De artment Re rts: Ambulance Service Jan stated that work has begun on the bay storage remodeling project. City Council President Clerk/Treasurer Mary stated that she recently opened a charge account at the UPS Store in Laurel. She requested that department heads submit a list of authorized users from each department. There was discussion regarding using UPS services at Ace Hardware or at the new store. Mary received information regarding a workshop on "Building Vital Communities from the Inside Out." She gave the information to James and Bill and will also give it to the Laurel Chamber of Fire Deoar~ment Scott stated that the new track is in service. Library Nancy asked Bill regarding the timeline for the parking lot project. Nancy mentioned that the engineers were shooting the grade last week. Bill will let Nancy know as soon as the engineers contact him. Police Department There was no discussion. City Planner · Update on alley vacations (March 2008) James enntaeted the planners in Billings regarding alley vacations and was informed that the Public Works Department does the alley vacations. Regarding selling the right-of-way to the Caboose, Jaxnes Departmeat Head Meeting Minutes of February 26, stated that it ~ould cost more for the appraisal than the land is worth. should be done within the next month. He stated that the appraisals James recently spoke with Dave Bequette regarding the sound wall in Elena Subdivision. Mr. Bequette stated that he does not have any money and the city could take him to court. Sam stated that verbiage in the SLA says that attorney's fees would be paid if the city has to go to court to enforce the agreement. James will set up a meeting with Marvin Brown (Iron Horse Station Subdivision) next week. Public Works Department Bill stated that the depamnent will do storm water and street resurfacing projects this year. Mayor Oison and Bill met with three property owners in the South Laurel SID area. The property owners are not happy about the costs of the needed storm water and pavement resurfacing improvements. Further research will be done. Rick asked regarding the installation of an electronic gate at the east gate by the city shop. There was discussion. Bill will research it liLrther. Other Mary stated that extra copies of the Yoice are available for department heads to distn'bute. Mary explained the poss~ility of setting up credit card payments for the water office. There was discussion regarding use in other departments. Rick stated that it would be great for the police department. Sam will detcmdne whether it could be used to post bond. Mary stated that there would be no cost to the city. Credit card users would be charged a 3% transaction fee, which would not be included in the city's books. The meeting adjourned at 3:48 p.m. Respectfully submitted, Cindy Allen Cotmcil Secretary Public Works Staff Meeting February 25, 2008 Bill Sheridan Kurt Markegard Gary Colley Chris Rosenberg James Caniglia Cheryll Lund Code Enforcement Chris stated that he received 3 complaints last week. He sent letters on all 3 complaints and will follow up on them in 10 days. Two complaints dealt with garbage and junk vehicles and one complaint was about garbage around a can in an alley. Chris is studying for his Building Code Inspector's exam that he will take at the end of April Public Works Marvin Brown, developer of Iron Horse Station Subdivision wants to change the storm water easelnent and have it drain to the south instead ofto thc northeast. There is a meeting planned with the Mayor, Planner and Public Works Director regarding this issue. Them are some issues that need to be ironed out prior to an agreement being signed. It was mentioned that there are problems with some curbs and streets settling within the Iron Horse Station Subdivision that needs to be brought to Marvin Brown's attention during their meeting on the storm water easement. Parks Kurt requested a bid from Ace Electric to nm electricity to the new bathrooms at Kiwanis Park and Russell Park. The bid from Ace Electric was $5,000 to nm electricity to only one of the bathrooms. Bill suggested that Kurt try and get another bid. Sidewalks also need to be poured for the bathrooms. Kurt has his license for spraying the Parks and he has put several other city employees on the license as operators to be able to spray the parks and public facilities. The operators will bare to go through sortie trainirtg prior to spraying. The park b~nches for Riverside Park are being rehabbed. An inspection of playground equipment in all city parks will be done soon. Bids for tree trimming will be advertised so that trees can be trimmed in April~ May and June. There is $13,000 available to spend on tree trimming. The Tree Board meets on Thursday, February 28o* at 1:30 pm. The Arbor Day Celebration needs to be planned. We have received a $1,000 for Trees for Arbor Day and $200 grant for Kurt to attend the AMTOPP conference. The new parks that will receive playground equipment will need to be designed. Streets Kurt stated that there are culverts failing all over town. This is due to being installed incorrectly to begin with. They will need to be replaced with some type of a plastic pipe that won't break or rust out. Education of the public needs to be done in regards to keeping their curbs and gutters cleaned out of debris. Kurt stated that the crew, as weather improves, will replace some of the culverts and then top them with hot asphalt mix in the spring. Sand i~om sanding the streets this winter will need to be swept up and will be done when the weather allows. Wal-Mart will put up signs for the curve in the mad on SE 4tu Street. The city put up temporary signs. So,hi Waste A purchase requisition for mere new garbage cans was approved and the cans will be ordered. Some of the cans will he used for replacement and some for new service. This includes both residential and commercial. Fran is researching truck chassis for our new route trait He and Kurt will go over the bid specs on Tuesday and then the bid should be ready to be put out. Cemetery The contractor digging the well for the County Veteran's Cemetery told a city worker · m they hit water that is pumping at 30 gallons per minute. Ci,y Shov The screws on the roof of the city shop are loose and need to be tightened. Kurt wants to hire a roofing contractor to do the worlc 2 Coty Haman resigned and the position will be posted with the union and then edveaised to the public if no one bids into the job. The Library parking lot needs to be done this spring. The City will go out for bid for the work but to cut down on costs the city crew may do some of the work. This depends on the weather and availability of the crew. Planning James will go today and measure out the proposed vacated alley at the Legare property located at 1202 W. Maryland. James is working on the sound bander that was required in the SIA in Elena Subdivision to block the noise for the residents living on NW Maryland Lane. James stated that Bill needs to review the plat for the proposed West Laurel Interchange. James has several other minor issues that he is working on. Building Gary gave out 2 building permits for residential homes. One was in Elena Subdivision and one is on Iron Horse Station Subdivision. Public Works Director Bill has contacted 3 business owners regarding the proposed SID for SE 4th Street. They all were interested in having the work done but not so much for paying for it. He will continue to visit with business owners but it could be that an SID is only done for storm water. All the business owners he visited with requested that the money available from the TIFD be used to help with the costs. There is a clean up etfmt underway for Laurel's 100-year celebration on 8-8-08. It was suggested that the leader of the clean up effort contact Bright and Beautiful for free trash bags. The Laurel representative is Jean Carroll Thompson and Chuck Dickerson is the representative from Laurel City Council. Kurt and Bill returned from the Montana Rural Water Conference that was held last week in Great Falls. Kurt stated that he learned a lot during the con~rence and it was a good expe~'ience.
