COUNCIL WORKSHOP
MARCH 28, 2017 6:30 P.M.
COUNCIL CHAMBERS
A Council Workshop was held in the Council Chambers and called to order by Council President
Doug Poehls at 6:30 p.m. on March 28, 2017.

There was no public input.
General items
• Appointments
o City-County Planning Board
Gary Colley submitted a letter of interest to serve on the City-County Planning Board. The
appointment will be on the April 4th council agenda.
o Police Commission
Tony Krumheuer submitted a letter of interest to serve on the Police Commission. The appointment
will be on the April 4th council agenda.
Executive Review
• Council Issues:
o Update on 2011 Yellowstone River flooding event
Mayor Mace stated that there was some action at the Legislature recently.
Tom Nelson attended today's construction meeting for the water intake. At the meeting, the intake
plan was passed out and there was discussion about the needed riprap and sheet piling and the
manifold in the intake. The contractor is working with NorthWestern Energy to get power to the
building and some meetings on operational details are going on. The contractor will ask for an
extension and they are doing everything possible to get done in the river before high water.

Tom might not attend the meeting.
Announcements
Doug thanked Tom and Heidi for their efforts in testifying in front of the Montana Legislature last
week.
Mayor Mace thanked Tom and Heidi for their work and thanked Doug for filling in for him while he
was gone.
Bill thanked Tom and Heidi for the time and effort they put in.
Bill mentioned that Iry Wilke asked him to let the council know that they trained 114 children from
Billings, Park City and Laurel in Hunter's Safety last Saturday.
Bruce stated that the Police Department and other agencies did a fantastic job yesterday of taking care
of a dangerous situation in this community. People from infancy to adulthood could have been
seriously hurt or killed. The near disaster that almost occurred in the community would have felt
much different if it had turned into that. Bruce encouraged the council and budget committee to work
toward a goal of having at least two officers on duty in the middle of the night, instead of just one. He
thinks that the community is growing to the point of needing to increase the middle-of-the-night
police presence because an officer to help an officer is so far away when disaster strikes. If that is not
done, the council could be having a much different discussion. This could have been disastrous for
the police department and other agencies, as well as the citizens.
Tom thinks that the calls in the early morning hours are typically some of the most challenging calls
that the police department receives, due to the time of the day.
Tom explained that there was a third reading on the bill in the House today, and he assumes that it
mirrored the second reading. There was not a first reading because the committee unanimously
passed the bill. The bill will go to the Senate next, and Tom plans to be in Helena when the bill goes
before the Senate. He hopes it will pass through the Senate with a fairly decent margin. Then it
should go to the Governor for him to either allow it to pass without a signature or, if he should veto it
at the eleventh hour, hopefully the Legislature would still be in session so it could look at an override
to the veto if we get to that point. There is still a little challenge ahead.
