LAUREL-YELLOWSTONE CITY-COUNTY PLANNING BOARD
FEBRUARY 7, 2008 7:00 PM

The minutes of the January 3, 2008 meeting were approved as scot out.
Public Hearin~ - Proposed Extension of the Central Business District Zonin~
There w~s no public present for the meeting.
Chairman Shay closed the public hearing at 7:07 pm~
James Caniglia stated that the proposed extension would include the area between Main
Street and E. 1st Street from Pennsylvania to Alder which will add about 4 ½ blocks.
James said that the Growth Management Plan, in the Housing section, encourages this by
saying that changes in the zoning and building codes for mom housing in the downtown
area is something that could be needed and med.
James wcot on to say that there could be some existing businesses within the proposed
extension that not allowed in Central Business District. Those businesses will be
grandfathered in.
The heard discussed how the trensition will take phce when a change of ownership for a
nonconforming use is done. Will it come back to the City for reconsideration or will it
revert back to the original zoning regulations?
James stated that according to Section 17.56.70: "Discontinuation. If for coy reason a
nonconforming use ceases for a period of six months any new use must conform to the
provisions of this title for the district in which the use occurs, and the nonconforming use
(is) no longer allowed."
James stated that the original motive of extending the CBD zone was to allow more
height on buildings end more density for housing in the downtown area.
ARer more discussion a motion was made by David Oberly end seconded by Hazel Klein
to recommend to the City Council that they consider extending the Central Business
District zone from Pennsylvania to Alder Avenue. Motion carried by a vote of 6-0.
Miscellaneous
James Wld the board that he wrote en mtiole for the Laurel Voice pertaining to his vision
for the future downtown business area end community development of Laurel. The
Laurel Voice will be sent to all Laurel City residents within the next week.
James stated that there is a developer looking at developing Governor's subdivision in the
future. There are some concerns by Public Works in regards to providing water.
David Oberly suggested that the City visit with the DNRC office located in Bozeraan.
They have grent applications for miler city's to apply for.
There was a brief discussion on considering annexing various properties that are hooked
in to city services but are located om of the city limits.
The meeting was adjourned at 7:45 pm.
