Joe Leckie Jim Stevens Cai Cumin Alan Hovious Don Hackmann Lm'ry McCann Gary. Temple reported that the Ward I meeting is scheduled for May 12th at 7:00 p.m. at South School. Gay Easton suggested that Community Hope be put on the next agenda. Bill Staudinger expressed concern about tall weeds throughout the city. Alan Hovious distributed the April Police Department activities report. A Neighborhood Watch meeting is scheduled for Thursday, Ma)' 14, at 8:00 p.m. at Graft School. A meeting regarding the Laurel Youth Center is scheduled for Monday, May 11, at 7:00 p.m. Alan and the Reserves have met with Jack Baync and his assistant about how to deal with Aviation Week next week. They are proposing to block the parking on First Avenue from Seventh Street to Maryland. They will reroute the school buses onto First Avenue since Eighth Street will be completely blocked off for the exhibits. First Avenue from Seventh Street to Maryland will be closed on Thursday, Ma3, 14, from 11:00 a.m. until 12:30 p.m. Armed Forces Day Parade will be on Saturday, May 16, at 10:00 a.m. Registration begins at 9:00 a.m. and man>, participants are expected. Traffic control will be discussed at the Fourth of July meeting on thc 7th. Mayor Rodgers reported that he had talked with Bill Kennedy regarding a Council- Coun_ly Meeting in mid-June. He mentioned that the C-Span bus was in Laurel this week. Dave Mosser gave a summary of the re-bid results on the Water Treatment Plant. On Schedule [ Gray Construction of Billings had the Iow bid of $708,405. On Schedule II, the treatment plant itself, the low bidder was R. H. Grover of Missoula with a bid of $2,867,902. The fltree altemates can be added ff the council decides to do so. The total of those three items came in at $243,114. After reviewing the original bids of February 10 and making some minor modifications, the latest bids came in at about $500,000 less for both projects. They have had a good working relationship with Gray Construction in the past. R. I:[ Grover is an older, established mechanical firm and just completed a project for the City of Missoula on a wastewater treatment plant. They have served as a mechanical subcontractor on large projects such as university buildings. Although he has not personally worked with R. H. Grover, he has not heard any complaints about their work. Dave stated that the recommendation of Morrison Maierle would be to award Schedule I to Gray Construction and Schedule II to R. H. Grover. He requested time to check out R. I~L Grover more thoroughly. He did talk to Grover about whether they would hold the prices if the council decided not to award any of the alternates at this time. They said that they would if the council would consider any increased direct costs that they could prove. He stated that the materials for the 18-inch water line arc eight to ten weeks out from the order date and asked ffwc would be willing to commit $60,000 to the contractor to get those materials ordered. Jason Riddle distributed a handout that gave a breakout of the estimated costs for doing the entire project, with and without the alternates, ff thc whole project is done, the approximate annual payments will be $362,000. If the alternate bid items are excluded, the approximate annual payments will be $340,000. He estimated that the first year revenues would be $1.4 million and that would leave about $350,000 available for debt service. Hc had attached a letter from Anna Miller with thc SRF Drinking Water Program outhning what she feels is the timeline for funds for thc City of Lam'el. They are still waiting for EPA, but ff thc timeline is accurate, there should be funds available by thc middle of June. Jason recommended that the award be contingent upon a commitment from SRF. There was discussion about whether or not the alternates could be held off. Dave Mosser said that any of them could be added on at a future time.
