Joe Leckie Larry McCann Don I-Iackmann Cai Cumin Norm questioned whether anything is being done about the letter regarding the Bus Depot Gay reported that a meeting would be set up with the Highway Department and the Bus Depot. There is concern about buses being parked in the traveling lane and whether the state will permit that to continue. After calling the Highway Department, Larry said that there is some question on whose responsibility it is to enfor~ those traffic laws and it appears that it might be our local Police Department's responsibility. Gary Temple reminded everyone that the initiative crew is working hard and the constituency is speaking. Cai Cumin reported on thc wkeless tower at Laurel Industrial Park. He had intended to have it on the agenda. The Yellowstone County Board of Park Commissioners will be having a joint meeting with our Park Board on June 10, 1998, at 7:00 p.m. to talk about jurisdiction over parks. Cai discussed the f~ increases that are on the agenda. The Planning Board recommended to the Council that Larry be allowed to use the standards of the Unified Zoning Code for interpreting parking that he may be confronted with while the Planning Board is looking at parking. PlaanJng Board needs six months to a year to evaluate the overall parking situation and Larry needs some direction during the interim time. There was discussion about whcther a communication tower is being put up at thc end of Valley Drive. Larry McCann reported that a bleacher collapsed at Thomson Park on Sunday, May 31, 1998. Presently there are five people with injuries and it has been reported to our insurance company. Larry had a aiffi~ult time determining where the bleachers came from and had the crew tear them down after taking pictures of them. Cop Construction has completed their part on the waterline project at Riverside Park. Larry said that the pool will be moro expensive this year than in the past and $700 has been spent so far. He is addressing all of the safety issues. Allison McMilllan, the pool manager, is a certified CPR instructor, and he plans to have all the lifeguards certified. He may ask her to teach CPR to the rest of the city cmployccs. Job postings are all in. Twenty-two applications have been received for the mechanic position. A committee of Gay Easton, Andy Loebe and Larry McCann will make the final selection. There ag 34 applications for the Code Enforcement Inspector. Thcg are nine applications for thc Plant Supe,Msor. Since the applicant pool is so small, Larry wants to accept more application:~ and try to fred applicants with moro management skills. Larry reported that Glenn Bios was hired as the grief operator at thc Sewcr Plant. He will work relief at both plants for an undetermined period of time. Larry said that Gateway figures they ag a week ahead of schedule on the four million- gallon reservoir and is proposing to be fmished by July 1~t. The overflow line is in on the old rcscrvoir and continued work is being done this week. He is concerned about the Fifth Avent~ line. Don mentioned that sex~ral Laurel residents have asked where the city is spending the money and he thought it would be helpful to have a progress report and some pictures in the Laurel Outlook. The city auction will be held on June 13' and Gary Temple has offered to be the auctioneer. Larry said that the yellow Chevy Luv from tho Water Plant would bo given to the Fig Department for a vehicle to use in parades. Them was discussion about insurance and liability for the vehicle. Cai reported on the CTEP projects. The cabin restoration in Firemen's Park is nearing thc end of thc period of state review of thc plans and specifications. This project should be moving forward to bidding shortly. The signed contracts from the state have been received and the South Pond project can go forward. There was a setback involving the riffraff at South Pond. Someone in the Lions Club called the county and complained about the riffraff that was stored on the site. Thc county came in and moved it. The purpose for that concrete was to mix it with boulders fi'om thc canal pit and some riffraff from the ~outh to give a place for a trail along the east side. Now there is not a place for the trail and the county has completed this. It was aggcd that thc Lions Club needs to understand that anything done over there needs to bo checked through the city first.
