HomeMy WebLinkAboutCity Council Minutes 03.07.2017 MINUTES OF THE CITY COUNCIL OF LAUREL March 7, 2017 A regular meeting of the City Council of the City of Laurel, Montana, was held in the Council Chambers and called to order by Mayor Mark Mace at 6:30 p.m. on March 7, 2017. COUNCIL MEMBERS PRESENT: Emelie Eaton Doug Poehls Bruce McGee _ Chuck Dickerson Scot Stokes Tom Nelson Bill Mountsier COUNCIL MEMBERS ABSENT: Richard Herr OTHER STAFF PRESENT: Noel Eaton, City Planner Mayor Mace led the Pledge of Allegiance to the American flag. Mayor Mace asked the council to observe a moment of silence. MINUTES: Motion by Council Member McGee to approve the minutes of the regular meeting of February 21, 2017, as presented, seconded by Council Member Dickerson. There was no public comment or council discussion. A vote was taken on the motion. All seven council members present voted aye. Motion carried 7-0. CORRESPONDENCE. COUNCIL DISCLOSURE OF EX PARTE COMMUNICATIONS. PUBLIC HEARING: • Ordinance No. 017-01: An ordinance amending Chapter 16 of the Laurel Municipal Code to update the City's Subdivision Regulations. Mayor Mace stated that this is the time and place set for the public hearing on the City of Laurel's Ordinance No. 017-01, an ordinance amending Chapter 16 of the Laurel Municipal Code to update the City's Subdivision Regulations. Mayor Mace opened the public hearing and asked staff to present the item prior to hearing the public comments. City Planner Noel Eaton presented the item. She stated that the City of Laurel was awarded a CDBG Grant to complete the update. The last update was done in 2006, so an update was needed as some legislation changes have passed since then. The city has kept up with those changes in the past, but there were some bigger subdivision issues that the city was not catching. Noel stated that the Planning Board held a public hearing on January 5th and unanimously recommended approval of the regulations. The County Commissioners have already had a discussion on the subdivision regulations, so they will run concurrently so the joint regulations are adopted at the same time. OINMEI Noel spoke regarding some of the main updates that she and Monica Plecker, with CTA Architects, worked through over the last several months. These included legislative updates, specifically date of delivery timeframe for governing body decisions and some definitions for townhomes and how they are reviewed. Some big issues in the actual subdivision regulations needed to be changed, specifically the thresholds for traffic studies in subdivisions. The 500 trips per day threshold has been changed to be a requirement for all major subdivisions to have a traffic study done. Since the City of Laurel did not have subdivisions with 500 trips per day, the city was not able to require traffic studies to get offsite improvements, which is another thing that Monica updated. Monica created a formula to establish the monetary amount of offsite improvements. The offsite Council Minutes of March 7,2017 improvements do not have to be done immediately, but the money could be put in a fund to be used specifically for that development. Other updates include land quality standards for parkland dedication so Laurel gets better parks with the subdivisions instead of swamplands or hills. Noel stated a suburban regulation update, which is mainly with Yellowstone County, related to swales, the right-of-way width, etc. This update will help when future subdivisions get ready to annex as there will be less infrastructure to rebuild at that time. Noel again stated that the Planning Board held a public hearing and recommended approval of the updated subdivision regulations. Mayor Mace opened the floor for public comment and stated that copies of the rules governing the public hearing have been posted in the council chambers. CONSENT ITEMS: • Claims for the month of February 2017 in the amount of$1,029,641.48. A complete listing of the claims and their amounts is on file in the Clerk-Treasurer's Office. • Approval of Payroll Register for PPE 02/26/2017 totaling $183,439.11. • Receiving the Committee/Board/Commission Reports into the Record. --Budget/Finance Committee minutes of February 21, 2017 were presented. --City-County Planning Board minutes of February 2, 2017 were presented. --Park Board minutes of February 2, 2017 were presented. --Public Works Committee minutes of February 13, 2017 were presented. --Cemetery Commission minutes of February 14, 2017 were presented. --Council Workshop minutes of February 28, 2017 were presented. --Laurel Urban Renewal Agency minutes of January 23, 2017 were presented. --Laurel Urban Renewal Agency minutes of February 13, 2017 were presented. The mayor asked if there was any separation of consent items. There was none. Motion by Council Member Eaton to approve the consent items as presented, seconded by Council Member Poehls. CEREMONIAL CALENDAR: • Certificate of Recognition - Hannah Halvorson, Finalist in Montana's Top Youth Volunteers of 2017 Mayor Mace invited Hannah Halvorson to the podium. 0 2 Council Minutes of March 7,2017 Mayor Mace read the following statement in recognition of Hannah Halvorson recently being named as one of Montana's top two youth volunteers of 2017 by The Prudential Spirit of Community Awards, a nationwide program honoring young people for outstanding acts of volunteerism. Congratulations! However effective government may be in serving the needs of its citizens, the soul of our city and its vitality as a place to live and work depend on the relationship of families, friends and neighbors. Strengthening those bonds is not as much in the hands of institutions or governments as it is in the hearts of the people - individuals who volunteer to help people of all ages, races and religions cope with illnesses, overcome hardships and barriers, adjust to social changes, and fulfill their potential. These volunteers are the unrecognized, unsung heroes of our society. Hannah Halvorson, recently named as one of our state's top honorees in the 2017 Prudential Spirit of Community Awards Program, exemplifies the value of volunteer community service, and is a role model to other youth, as well as adults in our community. A surprising number of volunteers in communities across the nation are like Hannah, a student contributing time without expectation of reward, other than the gratification that comes from helping others. Some of these young people work in established groups; others seek new and unique ways to help others on their own. Recognizing these young volunteers and encouraging others to follow their example is the aim of this nationwide program conducted by Prudential Financial and the National Association of Secondary School Principals. Its aim is to reach into every community, in all 50 states and the District of Columbia, to identify and honor these unsung heroes locally, state-by-state, and then nationally, in the hopes that their recognition will serve to stimulate others to volunteer service. As Mayor of the City of Laurel, and on behalf of our city, I commend Hannah Halvorson, our Prudential Spirit of Community Award honoree, for her outstanding volunteer contribution to others and our community. Hannah Halvorson You have made the City of Laurel proud and I, as Mayor, extend a hearty Job Well Done"! After a round of applause from the council and audience, Hannah said a special thanks to the community of Laurel for supporting her all of her life and giving her such a great community to live in. Laurel Volunteer Fire Department Mayor Mace appointed Jennifer Winchell, Jordan White and Josiah Laszloffy to the Laurel Volunteer Fire Department. _ Motion by Council Member Poehls to approve the Mayor's appointments of Jennifer Winchell, Jordan White and Josiah Laszloffy to the Laurel Volunteer Fire Department, seconded by Council Member Dickerson. Motion carried 7-0. • Resolution No. R17-03: A resolution of the City Council authorizing the Mayor to sign a Lease Agreement with Yellowstone County to provide a location and site for the City's Public Safety Communication equipment. Motion by Council Member Dickerson to approve Resolution No. R17-03, seconded by Council Member Eaton. There was no public comment or council discussion. A vote was taken on the motion. All seven council members present voted aye. Motion carried 7-0. • Resolution No. R17-04: A resolution of the City Council adopting the Laurel Transportation System Coordination Plan. Motion by Council Member Mountsier to approve Resolution No. R17-04, seconded by Council Member Poehls. There was no public comment or council discussion. A vote was taken on the motion. All seven council members present voted aye. Motion carried 7-0. • Resolution No. R17-05: A resolution of the City Council to amend the Large Grant Request Program pursuant to the recommendation of the Laurel Urban Renewal Agency. Motion by Council Member McGee to approve Resolution No. R17-05, seconded by Council Member Nelson. There was no public comment or council discussion. Noel Eaton stated that the due date has changed from April 15th to May 1St A vote was taken on the motion. All seven council members present voted aye. Motion carried 7-0. • Resolution No. R17-06: A resolution of the City Council approving a Professional Services Contract authorizing the preparation of a Final Master Plan for the City's Riverside Park. Motion by Council Member Stokes to approve Resolution No. R17-06, seconded by Council Member Dickerson. There was no public comment or council discussion. A vote was taken on the motion. All seven council members present voted aye. Motion carried 7-0. ITEMS REMOVED FROM THE CONSENT AGENDA: None. COMMUNITY ANNOUNCEMENTS (ONE-MINUTE LIMIT): None. COUNCIL DISCUSSION: Council Member Poehls announced that the Emergency Services Committee will meet on Monday, March 13th, at 5:30 p.m. to discuss the countywide ambulance service proposal in order to send a recommendation to the city council. Council Member Nelson expressed his appreciation to the city planner and Monica Plecker, from CTA Architects, for their work to update the subdivision regulations. Council Member Dickerson also thanked staff for updating the subdivision regulations and for going forward with changes that need to be made. Council Member Eaton stated that there will not be a Public Works Committee meeting on Monday, March 13th UNSCHEDULED MATTERS: None.
