COUNCIL CHAMBERS MEMBERS PRESENT: Richard Herr Dan Koch Mary Carter(until 6:25 p.m.) OTHERS PRESENT: Kurt Markegard Mark Mace, Mayor Public Input: None Review Minutes from January 9, 2017 meeting The minutes were approved as written from the January 9, 2017 meeting. Backwash Pond Update for Sedimentation Replacement Project Kurt informed the committee that he had reviewed the need to build a new backwash pond that was presented at the last Public Works Meeting. During the last meeting, suggestions were made by committee members on where to place the back wash pond since the location that was identified in the Water Preliminary Engineering Report is not available. The location selected will now be a CHS Refinery Electrical Substation and the City had to look at other places to build the backwash pond. Kurt informed the committee that he is proposing to remove the backwash pond from the project and just clean it out every year instead of every two years. Kurt presented a drawing of his plan to improve the current backwash pond. Kurt had presented his thoughts to the Plant Superintendent, Tim Reiter and the Water Treatment Plant Chief Operator, Nathan Herman. They concluded that it was feasible to continue to use the current backwash pond. Kurt also asked Chad Hanson, with Great West Engineering, to look over the proposal and Chad concurred with Kurt's recommendation. Removing the backwash pond from the project will lower the cost of construction by over $300,000. The committee discussed the plan and possible ways to clean out the old backwash ponds. Kurt informed them the pond used to be cleaned by a Dragline Crane and he does not think anybody uses that type of equipment anymore. It was suggested to contact COP Construction to see if they have a Dragline Crane for sale. Kurt will look into the possibility that COP Construction may still have one in their yard. Intake Progress Kurt informed the committee that the intake project is moving forward with water pipe installation, but the work in the river is at a standstill due to the ice jam. Kurt stated the weather is improving and hopefully the contractor can get back into the river and complete the intake structure soon. Capital Budget Items 1 The budgets are due to the City Clerk/Treasurer on Friday, February 17th, and Kurt has requested a new solid waste truck. Kurt attended a City of Billings bid opening for a solid waste truck and found out that the trucks cost between$255,000 and $285,000. The current solid waste truck is used five to six days per week and is wearing out. The current truck was purchased in 2010 and will be eight years old by the time a new truck can be delivered. The current truck is getting holes in the packer portion of the truck and the City Mechanic is having to patch the holes. Solid Waste Trucks are purchased in different years in order to avoid having to purchase more than one truck at a time and having them wear out at the same time. If the purchase of the new truck is approved, the truck will probably not be delivered until next spring. S.E. 4th Street Crosswalk Cleaning(snow removal) Kurt informed the committee that Emelie wanted to discuss the possibility for the LURA district to pay for snow removal for the new crosswalks on S.E. 4th Street. Kurt explained that according to City Ordinances, snow removal from sidewalks is the adjoining property owner's responsibility but crosswalks are not mentioned. Kurt stated that the city crews do not clean any crosswalks in the City. The City crews have to clean snow from sidewalks at the Police Station, City Hall, Library, Fireman's Park (Chamber), and all other park sidewalks. Kurt said that the new crosswalks on S.E. 4th Street could be cleaned by city employees in the future. The committee discussed the issue further but took no action. Other The committee discussed the change in time of the meeting from 5:30 to 6:00 p.m. Marvin Carter has another meeting at 6:30 p.m. every Monday, so he has to leave by 6:25 in order to get to the other meeting. It was discussed that the meeting time was changed in order to accommodate the schedules of some committee members. Kurt suggested that the committee look at other days if members cannot attend on Monday at 6:00 p.m. The meeting time may be included in future discussion. If we make the backwash pond larger and put a peninsula down the center we can clean the pond out yearly. We will have to build a road on the north side in order to load mud from that side. This north side mud would be hauled to the current drying beds as long as we can split the drying bed in half. Where I have indicated the yellow box is a place we could have an opening for the trucks to back into the drying bed.
