PARK BOARD MINUTES
THURSDAY, FEBRUARY 2, 2017
Meeting started at 5:35pm. In attendance were Park Board Members: Chuck
Dickerson, Iry Wilke, &Amy Pollock; and Public Works Director, Kurt
Markegard.Absent was Scot Stokes and LuAnne Engh.
1. Public Comment: None (No public in attendance)
2. Minutes: Discussed approved as submitted (PLEASE ADD THIS AS AN AGENDA
ITEM IN THE FUTURE.)
3. Lease Negotiations: Tabled until next month. CHUCK WILL BRING UP DURING
COUNCIL MEETING—PLEASE PUT ON OTHER ITEMS
4. Combining Boards: Billings has no Council Members on their PRC Board as it serves
more like a citizen advisory board for council. On our Park Board, we have had up to
four Council Members appointed by the Mayor. We originally discussed having
representatives specifically devoted to each entity, Cemetery,Tree Board, & Park Board,
and have a combined meeting. However, as discussion progressed, it was agreed that a
better solution would be to have about 7 members (NO Council Members) that are NOT
specialized. Instead,they would serve as a combined citizen advisory committee or
board, depending on what our city attorney, Sam Painter, advises. (KURT WILL CALL
SAM AND ASK IMIIIIIIIMIBMWISESJ
The members suggested that an individual would serve four year terms, with a term
limit of 2 terms or 8 years. The combined board would be citizens, appointed by the
Mayor, which will continue in a lot of the same structure in which the ordinances
presently read with modifications to fit the new committee/board. The
board/committee would have the opportunity to elect their own chair,vice-chair, and
secretary with the hopes that the chair and vice-chair will alternately attend Council
Meetings when possible. It is also the suggestion that ANY non-council members
currently serving be given first opportunity to serve on the new board, even if that
exceeds the number of positions in the end, and then they could fall off as their terms
end. It was also recommended that the terms be staggered so all members don't end
their terms at the same time.
The Park Board would like to recommend/request that the chairmen of each
board/commission work together to find a time to meet with all boards to further
discuss the combining of the boards.
5. Board Membership: THE BOARD IS UNCERTAIN IF ANYONE HAS REQUESTED
TO BE ON THE PARK BOARD. CINDY, IF YOU HAVE ANY INFORMATION OR IF
YOU COULD ASK THE MAYOR,WE WOULD APPRECIATE IT! The issue was then
tabled due to the uncertainty of the future of the Park Board.
6. South Pond: No new information and no representative from the Lion's Club.
7. Other items: Update on the Natural Resource Damage Program, Montana Department
of Justice. The project is moving forward. The Mayor& City Council has been asked to
appoint a citizen (not Council Member)to represent the City of Laurel.The Park-Board
