Joe Leckie Larry McCann Cai Cumin Mike Zuhoski Rick Musson Don Hackmann Duke Neiskens Bill Johnson Mayor Rodgers introduced Bill Johnson and Duke Neiskens to the council members. Bud Johnson suggested that an ordinance be written to provide a process for neighborhoods to address issues and problems. Bud would like to send a message from the council to the City-County Planning Board that we would like to see a joint meeting scheduled with the Laurel Planning Board and the Billings Planning Board. This will enable us to become more aware of what is taking place around us, and the additional input from the other boards would be beneficial. The Local Government Center in Bozeman has given three dates from which the council may choose for a workshop that would include the council, the mayor and the department heads. The available dates are Saturday, November 14t~; Saturday, January 9th; and Saturday, January 16th. Miles Walton reminded the council that the Herbstfest would be using Firemen's Park for a barbecue on Thursday, September 24th. Bill Staudinger commented that weeds are still a problem throughout the city. Rick Musson stated that the Police Department is doing well. Cal Cumin said that the Rossmoor Subdivision should not be on tonight's agenda since it is a county subdivision. Cai explained that the wording of the SPecial Review to allow Grace Bible Church to build a church on land in a residential zone needs to be such that the council recommends only preliminary approval, subject to final approval by the Planning Board. Larry McCann explained the letter he had distributed to the council earlier regarding the award of street materials and petroleum bids. The letter recommended Krug Sand & Gravel for the street materials, but he wanted it corrected it to read Asphalt Supply. Larry mentioned that Duke Neiskens, the new Plant Superintendent, has set up his office at the Water Plant. The water line project was held up for a short time, but it should be moving more quickly now. Larry told the contractor that he must keep one access open to each business as the new water line is installed. The preliminary inspection has been completed on the water tanks. Larry recommends that it be accepted with the idea that they will be re-inspected again within a twelve-month period. The mayor asked Larry to put the approval of the reservoir inspection on the agenda for the October 6th council meeting. Joe Leckie said that it would be appropriate to have resolutions on the consent agenda. If there are any questions, the resolution could be separated out for discussion. Joe stated that he is close to a settlement of the manufactured housing lawsuit and hopes to have a proposed settlement by the next council meeting. The mayor questioned if there would be any street chipping done yet this year. Larry does not think that will be possible. There are several patches on the south side and many other projects that need to be done before winter. The Public Works Department will be having internal meetings to schedule the completion of the projects. Mayor Rodgers mentioned that there is not much water coverage down at the intake pier.
