Fire Denartment:
· Resolution - Transfer ofequipmant to the Park City Fire Department
The resolution is reedy for tonight's council workshop.
Planning Board:
· Resolution - Mace Subdivision Final Plat
· Resolution - Canyon Creek Station Subdivision Amended Plat

Executive review:

· Yellowstone Historic Preservation Board issues (Emelie Eaton)
Sam stated that Emelie wants direction regarding the current ordinance. The information that Emelie
previously distributed will be recopied for the mayor and council.
· Montana State University- Workshops for Municipal Governments (Chuck Dickerson)
Mary stated that the workshop is for newly-elected officials. Mary will call for more information prior
to tonight's council workshop.
· Replacement of stop sign at Valley Drive and 12th Street (Chuck Dickerson)
Review ofdraR council agenda for December 4, 2007
· Public Hearing:
o Ordinance No. O07-12: An ordinance of the City of Laurel, Montana, establishing load
limits on city streets; providing for truck routes and for loeding and unloeding;
establishing exceptions; providing enforcement procedures and definitions; and
providing for a penalty.
The public hearing is scheduled for December 4~.

Ambulance Service
There was no discussion.
City Council Presidem
There was no discussion.
Clerk/Treasurer
· Public Surplus online service
Mary asked the department heads for input regarding the online service. There was further discussion
and it was decided to try it. Mary will prepare a procedure and present it at next week's department
head meeting.
Mary stated that Wal-Mart has requested release of its letter of credit. The letter of credit should not be
released until after installation of the backup generator at the lift station. Kurt will call the contact
person regarding this and will also inquire about the training that is needed.
Mary stated that the Section 125 signup is scheduled for next week. The Colonial and AFLAC
representatives do not want to be here all day for the three days. Mary will schedule blocks of time for
the reps to be at the police department, the city shop, and city hall. There was discussion regarding
participation and lack of participation by some departments. Mary will write a memo explaining
Section 125 for the department heads.
Fire Deoartment
· Cenex contract update
Scott stated that a quorum did not attend last night's Emergency Services Committee meeting. Three
draft contracts will be drawn up and given to Sam for review.
Scott had some preliminary plans for the proposed new fire hall by Ricci's Express. Mayor Olson asked
Scott to bring this forward to the council when the plans are more definite. Scott recently told Vince
Ricci that the fire department is serious about purchasing the site.
Lforarv
The library director position has been posted.
Police Denartmcnt
· Parking ordinance changes
Rick stated that no further work has been done.
Rick submitted a purchase requisition for $1,700 to get the police car repaired.
Mayor Olson stated that a citizen wants to be on the council workshop agenda on December 11th to
address parking issues by the Laurel Middle School. There was discussion regarding the issue. Mayor
Oison suggested that the man go to the school beard about the issue.
City Planner
James received a phone call regarding development of an area west oftbe mobile home park on East
Ma~ The area is zoned manufactured home, which will allow the city to make sure it is developed
nicely. The area is in the county, but the developer will request annexation into the city.

· Update on alley vacations
James stated that the city needs to hire a surveyor and an appraiser for the alley vacation issues.
· Update on tree nursery at 1500 Valley Drive
James stated that the item is on the December 6th Planning Board agendm
Public Works Department
· Update on water line in Sheets Subdivision
Kurt stated that Mr. Millhon has a contractor, but the project has not yet started. Mr. Milliron has not
signed the agreement yet.
· Retention ponds
Kurt will contact Marvin Brown (855-6666) regarding this issue.
· Update on staffing
Kurt stated that the committee interviewed eight applicants on Monday. Six applicants will be
interviewed on Wednesday, and one applicant will be interviewed on Thursday. The committee will
submit recommendations for the Utility Worker II and Maintenance Worker II positions to Mayor Olson
by the end of the week.
Kurt has directed Chris Rosenberg, the new code enforcement officer, to take care of business. Snow
removal issues will be addressed, and cards will be printed to remind residents of their responsibility for
snow removal Mayor Olson asked regarding the city's obligation for snow removal on public lands.
Kurt stated that the city crew promptly removes snow from city property. Kurt stated that the council
and mayor should see issues addressed that have not been addressed in the past three years. There was
discussion regarding introducing Chris to the council at tonight's workshop. Mayor Olson decided that
Chris will be introduced to the council at the workshop on December 11 th. Mary suggested that the
newspaper publish an article about Chris to make the public aware that the new officer will be
addressing mdc enforcement issues.

Sam stated that thc attorney did not contact him yet.

Jim Huertas has not contacted the department heads recently.

Public Works
Gary is on call this week.
There was one call out over the weekend for a backed up sewer.
Tha jet redder has been repaired and is back in service.
There are interviews scheduled Monday, Wednesday and Thursday of this week for a
Maintenance II and Utilities II position.
There has been minimal heat in the court room and court clerk and motor vehicles
offices. The repairman had to order a part for a broken thermostat.
Solid Waste
The garbage truck was repaired by I State Trucking. During the time the truck was
waiting to be repaired it sustained damages and I State Trucking will repair it.
Cemetery
Parks
Streets
Ice Slicer and sand have been ordered. They will be mixed and used for sanding the
streets.

Code Enforcement/Building
The UPS Store is now open on SE 4°. Jagos Collectfoles on E. Main Street is also open.
Kurt asked if Gary had set up garbage service to both of the businesses during their final
inspection. Gary had not. The department will discuss how to make new business
owners aware that they need to set up garbage service prior to their business opening up.
Gary is training Chris on code enforcement. Kurt suggested that snow removal on
residential and commercial businesses sidewalks should be addressed for the public's
safety.
Planning
James has meetings with the County on Jules Harbor Subdivision and Alpine Subdivision
on Tuesday of this week.
The City Attomey hasn't gotten back with James regarding the issue of Canyon Creek
Station subdivision mylar that has a place for the "City Engineer" to sign. There is no
Laurel City Engineer and Sam needs to decide who can sign the mylar in that spot.
Mace Subdivision final plat is on the City Council Workshop agenda.
Kurt stated that a new Public Works/Public Utilities Director has been selected and will
be starting before Christmas.
