EMERGENCY SERVICES COMMITTEE
NOVEMBER 26, 2007

There was not a quorum present at the meeting. Doug Poehls stated Scott Wilm wanted
to discuss the Mutual Aid Agreement pertaining to Cenex Refinery. Scott suggested a
deadline be set with Cenex in order to come up with a Mutual Aid Agreement. He had
two questions that the city should ask Cenex. 1) What is the Laurel Fire Department's
role in the contract? 2) What does Cenex expect of the Laurel Fire Department? It was
mentioned again that the refinery will not be training its fire department for structure
entry.
The question was then asked if it is necessary for a Mutual Aid Agreement. Scott
mentioned that, when the Laurel Fire Department responds to the refinery to assist with a
fire on the west side of the highway, they stay on the outside of the refinery perimeter
using hoses. He also stated that, when the Laurel Fire Department calls for assistance
from the refinery, their firemen gather at the refinery for instructions. He pointed out that
it would be more beneficial to the Laurel's fire chief if they reported to the Laurel Fire
Department.
Discussion continued regarding a fire contract being written for Cenex's buildings on the
east side of the highway, such as for the administration building and track terminal.
Doug asked Scott to look into setting up a contract with dollars and cents. It also was
suggested if Cenex would rather have two contracts, one for each side of the highway
instead ora Mutual Aid Agreement on the refinery side. Doug said he would present this
idea to Pat Kimmet.
