DEPARTMENT HEAD MEETING
NOVEMBER 13, 2007 3:00 P.M.

Miral Gamradt - Buildino a Caoital Imm'ovements Plan
Mayor Olson stated that Miral Gamradt will present ideas of how to fund capital improvements and plan
for major purchases.
Police Department:
· Resolution - Highway Traffic Safety Bureau Contract #2008-13-13-21, 2008-09-08-21 Laurel
STEP
Mike stated that the city has approved the STEP agreement for the past three years for the seatbelt and
impaired driver program. The resolution will be on the council workshop agenda.
Fire Dq~'tment:
· Resolution - Transfer of equipment to the Park City Fire Depauhaent
Scott asked if a stipulation requiring the Park City Fire Department to get trained before it receives the
equipment should be included in the resolution. Mayor O/son stated that the resolution will be removed
from tonight's agenda for further research.
Plannin~ Board:
· Ordinance- Annexations (information)
James stated that the draft annexation ordinance has been finalized and will be presented to the Planning
Board in December. The timeframe for curb, gutter, and sidewalk requirement will be either one or two
years. James will attend tonight's council workshop.
Executive review:
· Resolution - Contract with Miral Garr~adt
Mayor Olson stated that a resolution for a contract with Miral Gamradt will be on the council workshop
agenda.
· Appointments:
o Laurel Airport Authority:. Don Schlegelmilch to fill tc[m ending June 30, 2012
The appointment will be on the November 20th council agenda.
· Council issues:
o Yellowstone Historic Preservation Board issues (Emelie Eaton)
The issue is regarding the request to contact tb~ YHPB prior to demolition of a building to allow
photographs to be taken. Mary stated that there bas been discussion regarding making the Billings,
Laurel, and Yellowstone County ordinances compatible.

Mary will provide an explanation at tonight's council workshop.
o Pickup of Christmas trees in Laurel (Chuck Dickerson)
Gary stated that the public works employees have plenty to do without picking up Christmas trees.
Mayor Oison stated that there is location for residents to drop off Christmas trees.
Review of draft council agenda for November 20, 2007
· Public Hearing:
o Ordinanco No. O0%11: An ordinance concerning the creation of an urban renewal area
within the municipal limits of the City of Laurel ~md adopting an Urban Renewal Plan
including a tax increment provision. (First reading - 11/06/2007)
Mayor Oison stated that Mary has literature and a timeline to present.
Department Revorts:
Ambulance Service
Jan received an estimate of $1,100 to move the sink and counter into the bay, and the plumbing will be
extended through the wall. She is looking for office furniture. Mayor Olson asked Jan to meet with
him next Tuesday to discuss what she finds.
· Schedule of fees and charges
Mayor Olson stated that proposed fees and charges should be submitted to Mary by January 8th.
City Council President
There was no discussion.
Clerk/Treasurer
· Public Surplus online service
Mary stated that she ferwarded additional information to the department heads last week. The item will
be on next week's department head agenda for further discussion.
· Impact Fees Feasibility Study
Mary stated that Carson Bise will be here tomorrow to interview department heads for the impact fees
feasibility study. Meetings will be held in the side room off*the council chambers. Mary stated that the
Montana legislature allows cities to charge impact fees for new developments. Mayor Olson explained
how impact fees were developed for the City of Belgrade.

Mike did not have any information. The city received a letter from the Laurel Public Schools requesting
bus parking zones at the schools. It will be an item on next week's department head agenda.
city Planner
· Update on alley vacations
James stated that the pmp~ty ownor next to Russell Park wants to meet with him today.
James stated that the owner of the motel east of the Caboose Saloon wants to buy his half of the right-
of-way. James wants to contact an appraiser to get some loose ends tied up for the city.
· Tony's Pawn Shop addition update
There was discussion regarding the location of the building. It is the old Hurzler Hotel on Pennsylvania
end East First Street, not the former Tony's Pawn Shop building. The individual has not submitted an
application yet.
· Update on tree nursery at 1500 Valley Drive
James stated that the tree nursery will be on the Planning Board agenda in December.
James stated that the new owner of the Only $1.00 building contacted him recently. He owns a
furniture store in Billings, but has not yet decided what to put in the building. He considered having a
ballroom, but alcohol could not be served within 600 feet of the church across the street.
James received some templates from the City of Billings for forms for certain minor changes. Mary
asked if there should be a process for adopting internal forms. There was discussion. Mayor Olson
asked Mary to put ideas together for discussion with him next Tuesday. Kurt and James will also
discuss the use of the forms.
Public Works Department
· Report on fire hydrants at Wood's Powr-Grip
Gary stated that this will take some time, as the plant will need to he shut down during the installation
process. The preject will he done next spring. This item will be moved to Future Discussion.
· Update on water line in Sheets Subdivision
Gary stated that this project is ongoing.
· Retention ponds
No discussion.
· Report on progress with So~h Laurel Business SID
No discussion.
· Report on Main Street, 3~a to 8*
No discussion.
· Update on staffing
Gary stated that Chris Rosenberg started as the new code enforcement inspector today. Interviews for
the Maintenance Worker II and Utility Worker II positions will be scheduled for the week after
Thanksgiving.

Gary stated that the water line from Juniper through Village Subdivision will be shut down on
Wednesday.
Gary stated that the flags outside city hall will be fixed tomorrow.
City Attorney
· Draft annexation ordinance
Nancy stated that Sam gave the draft annexation ordinance to James recently.
· Cable TV
Mayor Olson signed the letter Sam prepared to send to Cable Montana.
Mayor Oison
· Website progress
Mayor Oison asked department heads to submit suggestions regarding the website to James Huertas.
James will be at the Police Academy from January through April.
Mary received a phone call from Mike McCourt from Johnson Controls today. The JCl office in
Milwaukee noticed the Laurel Outlook's article regarding the resident that complained about insulation
around the water meters not being replaced when the meters were changed out. Mike wanted to know if
it is a big issue for the city and iflCI needs to set things straight with the newspaper. It was within the
scope of services to replace the insulation. The letters were recently sent to residents to remind them to
winterize, and only one complaint was received. Mayor Oison and Mary will discuss it further.
There was a lengthy discussion regarding holiday pay for the police depmhaent, water plant and sewer
plant for the holidays of the 4th of July, Veterans' Day (November 11°), Christmas Day, and New
Year's Day. Mary asked for guidance to process this payroll and suggested that the issue should be
included in the next union negotiations and the language should be fixed to incorporate the practice.

Public Works
Kurt is on vacation this week and Gary is working 7 am to 4 pm each day. Gary is also
on call.
A main waterline that services customers from Juniper to Village Subdivision will be
shut down and repaired this week. Customers were notified by letter.
The refinery found hydro carbon in one of their sewer lines and the line will be tv'd.
Solid Waste
Due to the Veteran's Day holiday the garbage service is one day behind.
Cemetery
Nothing new to report.
Parks
Nothing new to report
Planning
James will meet with the Billings Planners to discuss sewer issues for DriRwood
Subdivision.
The Planning Board by-laws need to be reviewed and possibly updated.
The owners of both the Caboose Saloon and Welcome Travelers Motel have been
contacted regarding buying the short piece ofS. 7* Avenue from the City.
James is still in contact with Jerry Spitzka regarding his use of the city public right-of-
way on Woodland.
Parts have been ordered for the Trailblazer that Chris will be using for Code
Enforcament.
