Dan Koch, City Rep. Hazel Klein, City Rep. Todd Linder, City Rep. Deb Homing, City Rep. Others present: James Caniglia, City Planner Cheryll Lund, City Secretary The meeting began at 4:38 pm with a quorum of 6 board members. Discussion and Recommendation on Proposed Tax Increment Finance District There was some concern by the board that the proposed TIFD does not include the old Laurel Middle School located at 410 Colorado. The feeling is that as the population of Laurel increases there w/ll be more need for alternative schooling and the old middle school could accommodate those needs with some renovation and repairs. The example that was given was the Lincoln Center in Billings that is used on a nightly basis for special education, adult education and other community services and events. It is felt that by including it within the TIFD it could save the taxpayers money and the school district could take advantage of available funding. There was a question regarding whether or not the old Middle School could be placed into the TIFD because it is not contiguous to the proposed TIFD. Motion by Todd Linder to recommend to the City Council that the Tax Increment Finance District be approved with the old Laurel Middle School being included. James Caniglia, City Planner stated that the role of the Planning Board is to recommend that the TIFD fits in the City of Laurel Growth Management Plan. Todd Linder rescinded his motion. Motion by Todd Linder, second by Dan Koch, that the Planning Board recommends to the City Council that the proposed Tax Increment Plan fits within the City of Laurel Growth Management Plan. Discussion. The board would like to see the old Laurel Middle School included in the TIFD but believes that with or without that addition the TIFD still fits within the Growth Management plan. They feel it would be a bett~r fit if the old Middle School was included. Discussion. Hazel Klein suggested that the TIFD also include the half-block of Residential Professional zone located in the 300 block of First Avenue North which includes 2 businesses and 2 residential homes. At this time the vote is called: The motion carried unanimously by a vote of 6-0. James invited the board to come to the City Council workshop on Tuesday, November 13, 2007 at 6:30 pm.
