November 15, 2016
A regular meeting of the City Council of the City of Laurel, Montana, was held in the
Council Chambers and called to order by Council President Doug Poehls at 6:30 p.m. on November
15, 2016.
COUNCIL MEMBERS PRESENT: Emelie Eaton Doug Poehls
Bruce McGee Richard Herr
Chuck Dickerson Scot Stokes
Bill Mountsier
COUNCIL MEMBERS ABSENT: Tom Nelson
OTHER STAFF PRESENT: None
Council President Poehls led the Pledge of Allegiance to the American flag.
Council President Poehls asked the council to observe a moment of silence.
MINUTES:
• Approval of Council Minutes of November 1, 2016
Motion by Council Member Mountsier to approve the minutes of the regular meeting of
November 1, 2016, as presented, seconded by Council Member Dickerson. There was no public
comment or council discussion. A vote was taken on the motion. All six council members present
voted aye. Motion carried 6-0.
• Approval of Special Council Minutes of November 8,2016
Motion by Council Member Dickerson to approve the minutes of the special meeting of
November 8, 2016, as presented, seconded by Council Member McGee. There was no public
comment or council discussion. A vote was taken on the motion. All six council members present
voted aye. Motion carried 6-0.
CORRESPONDENCE.
Montana Department of Revenue: Transfer of Ownership of Montana Retail On-Premises
Consumption Beer and Wine License for High Plains Brewing LLC.
Laurel Chamber of Commerce: Minutes of October 13, 2016; Agenda for November 10, 2016.
COUNCIL DISCLOSURE OF EX PARTE COMMUNICATIONS.
PUBLIC HEARING.
CONSENT ITEMS:
• Clerk/Treasurer Financial Statements for the month of October 2016.
• Approval of Payroll Register for PPE 11/06/2016 totaling $183,855.70.
• Receiving the Committee/Board/Commission Reports into the Record.
--Budget/Finance Committee minutes of November 1, 2016 were presented.
--Tree Board minutes of November 3, 2016 were presented.
--Park Board minutes of November 3, 2016 were presented.

--Council Workshop minutes of November 8, 2016 were presented.
The council president asked if there was any separation of consent items. There was none.
Motion by Council Member Eaton to approve the consent items as presented, seconded by
Council Member McGee. There was no public comment or council discussion. A vote was taken on
the motion. All six council members present voted aye. Motion carried 6-0.
CEREMONIAL CALENDAR: None.
REPORTS OF BOARDS AND COMMISSIONS: None.
AUDIENCE PARTICIPATION (THREE-MINUTE LIMIT):
Betty Whiting, 925 Burlington Avenue in Billings, represented the League of Women Voters of
Billings. She invited all citizens and the council to a conference on December 1st and 2nd entitled
"Connecting with Local Government." The League of Women Voters is a non-partisan group that
tries to help citizens learn more about their government. Last year, the League observed the County
Commissioners in particular and felt they needed to bring more public awareness to the structure of
the county and the cities. On the first day of the conference, they will ask people what works and
what does not work and try to come up with themes. Dan Clark and Blake Christensen, from the
MSU Local Government Center, will speak at the conference. They will have the charters from the
City of Laurel, the City of Billings and the Town of Broadview, as well as the County Legislative
Rules. Dan and Blake will explain whether or not concerns can be met within the charters and the
government structures or if they need to be tweaked in some way. On the second day, participants
will hear from six different departments from the City of Billings and Yellowstone County. At the
end, Dan Clark and Blake Christensen will speak about what the next steps would be and whether or
not structures need to be changed. A registration form was distributed to the council members.
SCHEDULED MATTERS:
• Confirmation of Appointments.
• Resolution No. R16-109: Resolution of the City Council approving the conveyance of a
parcel of city-owned property to the State of Montana Department of Transportation as
part of the West Laurel Interchange Project and authorizing the administration to
execute all necessary documents on the City's behalf.
Motion by Council Member Stokes to approve Resolution No. R16-109, seconded by
Council Member Dickerson. There was no public comment or council discussion. A vote was taken
on the motion. All six council members present voted aye. Motion carried 6-0.
• Resolution No. R16-110: Resolution of the City Council approving the conveyance of a
parcel of city-owned property to the State of Montana Department of Transportation as
part of the West Laurel Interchange Project and authorizing the administration to
execute all necessary documents on the City's behalf.
Motion by Council Member Herr to approve Resolution No. R16-110, seconded by Council
Member Mountsier. There was no public comment or council discussion. A vote was taken on the
motion. All six council members present voted aye. Motion carried 6-0.
ITEMS REMOVED FROM THE CONSENT AGENDA: None.
COMMUNITY ANNOUNCEMENTS (ONE-MINUTE LIMIT): None.
COUNCIL DISCUSSION:
Council Member Dickerson asked for discussion on the next council workshop agenda as to the
policy or procedure that will be followed when a council person puts an item on a workshop agenda
and is unable to attend, whether or not that item will be discussed at that workshop or whether it will
be discussed at the following workshop.
UNSCHEDULED MATTERS: None.

ADJOURNMENT:
Motion by Council Member McGee to adjourn the council meeting, seconded by Council
Member Eaton. There was no public comment or council discussion. A vote was taken on the
motion. All six council members present voted aye. Motion carried 6-0.
There being no further business to come before the council at this time,the meeting was adjourned at
6:42 p.m.
